"Findings and conclusions of the Phase I ESA report are summarized below: Oil, paint, and water treatment chemicals inside the eastern basement. These containers are in poor condition and their contents have been leaking onto the floor and are exposed to rainwater; The confirmed presence (through testing) of the asbestos-containing material (ACM) and lead-based paint (LBP) (light brown wooden paint coating); The presence of fluorescent light bulbs on the building interior could pose a human health concern if the building were to be redeveloped; The former 10,000-gallon heating oil underground storage tank (UST) that was removed during October 2000 resulted in confirmed petroleum-contaminated soil. The groundwater was not tested under/near this UST."

Former Use: The site was previously used as a home for disabled adults from approximately 1963 to 1995. The Woodhaven administration building has been in disrepair and boarded up for many years. A 1998 asbestos containing material (ACM) survey identified friable ACM in the building. The city would like to renovate the property to be reused as commercial office space.
