"Findings and conclusions of the Phase II Addendum ESA report are summarized below: � The ground penetrating radar (GPR) survey indicated an area of high density or conductivity on the northern end of the subject site at approximately 3 feet below ground surface (bgs). The area is approximately 18 feet by 8 feet. It is unclear whether the area represents an underground storage tank (UST). � Probe refusal was encountered at approximately 4 feet bgs in the area of boring B-1. There was no indication from the materials recovered in the sampler whether a UST was encountered. However, based on the former use of the subject site as a gasoline service station, a UST may be present in this area of the site. The GPR survey did not indicate any subsurface anomalies in this area of the site. � The Phase II ESA report indicated an area in the parking lot on the southern portion where USTs may be located. The GPR survey did not indicate any subsurface anomalies in this area of the site. A UST may still be present in this area of the site, based on the former use of the site as a gasoline service station, the historical information provided in the Phase I ESA report and the use of the magnetic locator during the Phase II ESA investigation. � Three soil samples were collected from each boring for analyses. Soil encountered during the subsurface investigation did not show indications of staining or odors related to contamination. No groundwater samples were collected from the borings because no groundwater accumulated in the probe holes. � Laboratory analysis indicates that soil concentrations of lead in all soil samples collected from borings B-1 through B-4 exceeded the Missouri Risk Based Corrective Action (MRBCA) default target levels (DTLs) for lead. The sampling results also indicated that the highest concentrations of lead on the site are in soils near the surface and that lead concentrations decrease with depth."

Former Use: The site has been several various gas stations from 1930 to 1965. The building has been razed. In November 2009, Professional Environmental Engineers performed a Phase I Environmental Site Assessment indicating a subsurface investigation is recommended due to the history of underground tank use. One underground storage tank is known to be closed in place, but the fate of the other four tanks is currently unknown. Anticipated future use is to market the site for redevelopment. Based on the findings of the assessment, the BVCP recommends the following: 1) Conduct a Tier I evaluation of the site to determine if the concentrations of lead pose a risk to the site based on current and future conditions. 2) Conduct additional subsurface investigation to determine if USTs are present on the site. Though no petroleum contamination was reported in the Phase II ESA report, USTs remaining on the site could be compromised by construction or degradation, creating an environmental concern. Therefore, if USTs are located on the site, it is recommended the proper closure and/or removal of the USTs and the contents of the USTs.
