Additional Property Attributes

The wood structure of the former Ramage Paper Mill is a separate parcel acquired by the Town of Monroe in 2016. The structure was assessed and remediated of hazardous substances using a EPA Brownfield Clean-up RLF Subgrant awarded by the FRCOG. Funding from the MA Exec. Office of Energy & Environmental Affairs (EOEEA) were used to demolish the wood structure in 2017. Construction of the Monroe Bridge Overlook park and Depot Street retaining wall was completed in January 2019. The brick structure of the former Ramage Paper Mill is a separate parcel and not part of this project.

Former Use: The site consists of a mill complex with a brick structure and a wood structure, and some out buildings. The site is located along the Deerfield River and adjacent a dam that has scheduled releases for recreational and habitat protection purposes. Paper manufacturing began on the site in 1887 and continued until 1996 when Deerfield Specialty Paper, Inc. ceased operations. The Monroe Bridge Holding Corporation acquired the site in 1996 and has not paid taxes on the site since 1999. The condition of the wood structure deteriorated significantly and was condemned in 2015. A Hazardous Materials Building Assessment was completed for the wood structure in May 2016. The Town of Monroe issued a demolition order to the property owner in July 2016. There was no response from the property owner. The parcel was subdivided and acquired by the Town in November 2016. After remediation and demolition of the wood structure, a new Monroe Bridge Overlook park was constructed on the site, which will be completed in summer 2019.
