Additional Property Attributes

The Phase I identified the site as a filling station with ASTs and underground lines which represents a REC. ASTs included the following: an approximate 2,000-gallon premium fuel AST; an approximate 2,000-gallon diesel fuel AST; an approximate 100-gallon kerosene AST; and an approximate 10,000-gallon unleaded fuel AST. Lines from the ASTs appear to go underground to the dispensers. An open 55-gallon drum was noted along the south side of the convenience store building containing trash, including several empty motor oil containers. The drum did not have secondary containment and releases were not observed associated with this drum. Within the on-site storage units accessed during the site reconnaissance, areas of soil appeared darkened/discolored. The discoloration could not be determined if it was from an oil/petroleum product but did not have the obvious appearance as an oil/petroleum product release. The staining/discoloration appeared to be de minimis. Limited visual observations for asbestos were conducted of the interior of the on-site building. Suspect ACMs including drywall, spray-applied pop-corn ceiling texture, vinyl tile and mastic, paneling adhesive, carpet mastic, and roofing materials were observed. These materials were generally observed to be in poor (deteriorated) to good condition during the site reconnaissance. Areas of water damage were noted in several areas. Terracon recommends the following: The debris and trash be properly removed from the site. This includes the 55-gallon drum that was observed with some open motor oil containers. A subsurface investigation to determine if the gas station and associated operations have impacted the site.

Former Use: The approximate 2.8-acre site is located at the southeast corner of Highway 64 and County Road 325 in Hermitage, Hickory County, Missouri. The site was undeveloped in 1951. In 1962 three boat storage buildings were constructed. By 1970, the current-day residential house was constructed. The convenience store was reportedly constructed in 1972 with an addition in 2011. The 1978 aerial photograph illustrated entrance/exit drives north of the convenience store as a drive through (typical with a filling station). The site has been used as a gas station since 1972. The site is developed with a house, convenience store, three self-storage buildings of various ages, a pump island with canopy, and a concrete containment with four ASTs. At the time of the inspection, the site was not in operation although boats and other items were still being stored. As of June 27, 2012 adjoining properties were observed to be the following: to the north is Highway 64 followed by a residence, a bar, and a commercial facility followed by a self-storage facility; to the east is a self-storage facility; to the south is residential and some undeveloped areas to the southeast; and to the west is County Road 325 followed by a vacant commercial building along Highway 64 and two residences. Likely, the site has been used as a gas station since 1972. The Bank of Urbana acquired the site in April 2012 due to foreclosure. The prior owner was David Martens who purchased the property in 2008.
