Additional Property Attributes

The Winchell Building and Adjoining Parking Lot property is in the center of Haverhill's downtown commercial district and is adjacent to Wyngate Street, the newly renovated arts district. The property is in a highly developed area served by public sewer, water, and utilities and is easily accessible from Essex and Locust Streets. The city identified the property as a prime location for a parking facility that would promote revitalization of the downtown area. The property is located within an environmental justice community that is eligible for priority consideration under the Executive Office of Environmental Affairs' Environmental Justice policy. In addition, the Little River flows within a conduit underneath the property. Groundwater contamination of the property could therefore impact the Little River, thereby discharging contaminants into the Merrimack River.
