According to the Targeted Site Investigation (TSI) Application the Santa Maria Joint Union High School District (District) is proposing to construct a New Continuation High School located at the northeast corner of Preisker Lane and N. Broadway, Santa Maria, Santa Barbara County. The Site is comprised of two parcels, the northern parcel equaling 6.17 acres (Assessor�s Parcel Number [APN] 128-002-035) and the southern parcel equaling 5 acres (APN 128-002-004). The new school is to be constructed on the northern parcel and the District is considering purchasing 2 to 3 acres of the adjoining southern parcel. The current use of the northern parcel is recreation camping (recreational vehicle [RV] and tent) and the southern parcel is vacant. Based on aerial maps, the Site appears to have been vacant from 1939, 1943, 1954, 1967, and 1975. In a 1989 aerial, the Santa Maria Pines Campground occupies the northern portion of the Site. In 1994, 2002, and 2005 aerials the site appears to be in the current configuration with the northern parcel used for recreation camping and the southern parcel vacant. The application also stated that the Santa Maria Pines Campground opened/began in 1977. The Site is bordered by Preisker Lane to the west, Broadway to the east, and a small amusement park (Boomers) to the north. The District does not currently own the Site and the property is zoned for freeway service. The campground appears to have the camping RVs park in unpaved areas. Also, located along the frontage of Preisker Lane are power lines and based on the aerial photos it appears that Preisker Lane was the main roadway for the area from before 1939 until the 1960�s when highway 101 was built. In April of 2004, 20,000 cubic yards of import fill was placed and distributed on the southern parcel for proposed development that did not occur. The import fill originated from a small hill in a former pasture associated with the former Union Sugar in Guadalupe. Selected soil sampling of the import was conducted at that time and analyzed for total petroleum hydrocarbons (TPHs); volatile organic compounds (VOCs); semi-VOCs (SVOCs); benzene, toluene, ethylbenzene and xylenes (BETX); methyl-tertiary butyl ether (MTBE); CAM-17 metals; pesticides; herbicides; and polychlorinated biphenyls (PCBs). Reportedly all metals were within background levels and no other analytes were detected. On Nov. 18, 2011, the contract (11-T1042) was fully d. On Dec. 13, 2012, the initial site inspection was conducted. The following was seen on the northern parcel (Santa Maria Pines Campground): a small metal storage shed; a main building that houses a store, office, laundry room, restrooms and shower rooms; swimming pool and hot tube, a discarded 55-gallon drum in the northeast corner; pad-mounted transformer; RV sewage dump location; ~500 gallon propane tank; and an area dedicated for long term storage of RVs. The southern parcel was vacant with two pole-mounted transformers located on the western boundary. Less than 300 feet to the north and across Preisker Lane is a former burn dump. It was in operation from the early 1920�s to 1950�s. In the 1960�s the entire dump was covered with imported fill. This area is now being used as an irrigated recreational park called Preisker Park. The city of Santa Maria is the current owner (SWIS 42-CR-0035). According to the Division of Oil, Gas and Geothermal Resources (DOGGR) on line mapping approximately two miles south of the site is the Santa Maria Valley oil and natural gas field. The nearest well to the site is approximately three miles southeast and is shown to be plugged.
