Additional Property Attributes

The ABC Barrel facility was used for various industrial and manufacturing purposes since at least 1885. Starting in the1960s, ABC Barrel Company (or related entities) operated at the site. The various operations occurred within and adjacent to three buildings. ABC Barrel?s operations, reportedly performed indoors, consisted of the reconditioning of steel drums by cleaning open-ended drums using a caustic soda process, and repainting. Hazardous wastes generated at the facility included residual oil and rinse water from the drum washing process. In July 2000, all onsite building structures were demolished following completion of EPA removal actions at the site. Portions of the site have historically been remediated. The remaining Areas of Concern requiring further remedial actions include a former trench area, an underground storage tank area, and historic fill materials which will be addressed as part of the final remediation phase at the site.

Former Use: The ABC Barrel facility had been used for a variety of industrial uses dating back to at least 1885. Previous site operations/owners included Groft and Priestley Linden Worsted Mill; Consolidated Electric and Pacific Steam Laundry; a paper products and bottle cap manufacturer; and a manufacturer of wooden toilet seats. The last operations conducted at the site involved refurbishing of used drums. Drum painting and cleaning activities are reported to have ceased in 1987. Since the municipality foreclosed on the property, no operations have occurred at the site. The site contains historic fill, exhibiting levels of base neutral organic compounds and metals contamination in exceedance of state residential standards. Historic fill is defined as material that was contaminated prior to emplacement to raise elevations. Located just blocks from the Delaware River, this fill was emplaced over a century ago to create developable land in this transitional riparian zone between the tidally influenced river and dry land. It is this fill material which must be remediated prior to transfer of the property to a developer. The fill material extends to depths of approximately 12 feet below grade across the entire site. For the portion of the site set aside for residential reuse, the proposed remediation endorsed by the surrounding community and the municipality is to remove all of the historic fill providing for unrestricted reuse. For the portion of the site to be developed as parkland, community remediation plans call for capping.
