Additional Property Attributes

In 2008, a limited Phase II detected petroleum contamination in 4 of the 9 soil samples. Although the levels of contamination were below occupational and construction worker safety standards, additional testing was recommended to �provide sufficient data to support remedial solutions and provide closure of environmental pathways�. Adaptive Development Company is currently negotiating a joint venture with the current property owner FFQ Properties. Jon Kellogg, a representative of Adaptive Development approached the Brownfield Program for assistance with the additional Phase II environmental site assessments to further understand the extent of the contamination, clarify what uses are appropriate for this site, and address mitigation measures if needed. The Phase II investigation delineated the extent of petroleum contaminated soil and air quality tests did not reveal vapor intrusion issues in the current buildings. The property owner plans to enroll with the Oregon Department of Environmental Quality's Voluntary Cleanup Program for assistance with cleanup planning and to receive a No Further Action Letter prior to redevelopment. Adaptive Development is a small commercial redevelopment company that has proven experience developing close-in Portland urban properties including locations on E Burnside and in SE Portland. Successful redevelopment projects also include 3961, 3901 and 3808 N. Williams properties which have attracted local small businesses, retail shops and restaurants to the area such as QueenBee, Pix Patisserie, Fifth Quadrant, Tasty & Sons, Yoga Shala, Ristretto Roasters, and Ink & Peat. Plans for the property located at 3975 N. Vancouver are in keeping with their current redevelopment model. For the interim and until additional financing can be found, Adaptive plans to re-use the existing buildings to attract retail and other services to the area. Future plans, which are dependent on the mitigation needs of the property, include additional commercial development or mixed-use.

Former Use: From 1930 to 1950, this site operated as a gas station and auto repair shop. Other known uses of the property include a car wash, restaurant, and refrigeration storage yard. Currently the site contains two vacant buildings.
