Additional Property Attributes

WPS cleaned up property to industrial standards by removing the most heavily impacted soil, treating it on-site with thermal desorption and capping the property. WPS continues to address surface water flow and groundwater impacts. The city purchased the property to develop and expand an existing park. The existing cap will be "peeled back" to allow for utilities, foundations, a parking lot, and regrading of the property. The cap will then be replaced. Assessment dollars are being used to develop a construction action plan to address the excavation and replacement on-site of MGP impacted soils. It is also being used to create a grading plan that will reuse all the materials on-site including impacted soils, the cap s, and enhance the cap with use of a parking lot as an alternative cover. The city was just awarded a 200,000 Greenspace Grant from the State of Wisconsin to assist with funding the park. The Leach family also donated 900,000 to the construction of an Amphitheater. A local developer was selected to construct the amphitheater. LDR is the planner for the park. A local consulting firm is completing the grading plans and construction action plan. Groundbreaking is scheduled for Fall of 2004. PPF attached to QR 1, 10/1/03-12/31/03 Groundbreaking began in August 2004. The city was awarded a 200,000 EPA Brownfields Cleanup Grant to assist with recapping of the property. Private donors have contributed another 1.3 million to the park. PPF attached to QR 5, 10/1/04-12/31/04 The park was completed in 6/2006.

Former Use: MPG property. Wisconsin Public Service WPS cleaned property to industrial standards. City of Oshkosh redeveloped the property to a park.
