Additional Property Attributes

The long history of industrial use in this area resulted in contamination by a variety of chemicals including several volatile organic compounds (VOCs) and petroleum-related hydrocarbons. The estimated cost to address the contamination at this bankrupt automobile manufacturing facility is 30 million. The RLF funds from CA BF96560601 are targeted to undertake interim actions to address the most serious contamination as quickly as possible in order to minimize the total cost of the final remedy for the site. The Kenosha Engine Plant was a major employer in the community and its bankruptcy has crippled the local economy. Contamination at the site threatens public health as well. Remediation and redevelopment of the site is essential for the health and vitality of both the City of Kenosha and its citizens. Kenosha�s application for RLF funding benefits the community by demonstrating the City�s preparation for this plant�s closing and its plans to address issues presented by this brownfield before it falls into total disrepair. In other areas, manufacturing facilities sit idle and vacant, in some cases for decades, before action is taken to redevelop the area. Due to the location of the site in a mixed residential and commercial area, the City desired to approach this project proactively, taking the steps necessary to make the property attractive to potential manufacturers who will use the existing newer facilities and employ the citizens of the city. The City believes community involvement will occur that will lead to potential public/private partnerships. After the existing facilities are in use, the adjoining parcels can be redeveloped either as other manufacturing facilities or other commercial uses. The reuse of this property supports a smart growth ive by reusing land already zoned for industrial use rather than developing greenfields outside of the City limits.

Former Use: The Former Kenosha Engine Plant has been used for manufacturing of automobiles since 1900. The site consists of 106 acres, 50 acres of which were developed with buildings and support facilities. Now the site is barren as all of the buildings were razed in late 2012 and early 2013 as part of the Stipulated Order filed with the bankruptcy court. Only the concrete slabs from the buildings remain.
