Additional Property Attributes

The Phase I identified that the property was historically used as a clothing, grocery, hardware, furniture store, opera house and telephone office. The site is currently used for storage and light vehicle maintenance. The south section of the second floor is rented as a personal apartment. Terracon visually assessed the interior of the on-site building for suspect ACM. The following suspect ACM was observed: Drywall and joint compound Entire Buildings Non-friable; Carpet mastic Upstairs Apartment Non-Friable; Roofing materials Roof Non-friable; Floor tile and tile mastic Upstairs Apartment Non-Friable; Plaster ceiling / wall Entire Building Friable; Baseboard mastic Entire Building Non-friable; Suspended ceiling tiles Downstairs bathroom / upstairs apartment Friable. The materials listed above were observed to be in good condition, though the wood floor in the southern half of the first floor was damaged. Terracon recommends conducting a thorough asbestos survey prior to disturbance of suspect ACM during planned renovations or building demolition. Terracon visually assessed the interior and the exterior of the site building for visual evidence of potential lead-based paint (LBP). The following suspect LBP was observed at the onsite building: painted interior drywalls and ceilings, doors, door s, shelves, cabinets/drawers, baseboards, steel structural framing, wood-d vacant rooms, and s; lacquered doors, door s, s, cabinets/drawers; and painted exterior walls, gutters, doors, door s, and s. The observed materials were peeling on the interior walls throughout the site. A LBP survey is recommended. RECs identified at the site were: The long-term vehicle maintenance, former gas tanks identified in the street directly northeast of the site and the data gap and unknown or limited known use of the site and surrounding properties from 1935 to 1990. Terracon recommends a subsurface investigation to assess if the site has been impacted from the above listed RECs. Potential ACM and LBP RECs also exist. Phase II Results Indicate: In soil, various RCRA 8 metals were detected below DTLs and Residential RBTLs. PAHs, VOCs, and TPHs were not detected above the laboratory detection limits. In groundwater, dissolved RCRA 8 metals were detected for arsenic, barium, and selenium but these concentrations were below the MRBCA DTLs. PAHs, VOCs, and TPHs were not detected above the laboratory detection limits. Based on the results of this investigation, no further soil and groundwater investigation is recommended at the site. No cleanup is required for soil and groundwater. However, without LBP and ACM surveys it is unknown whether any building material cleanup is required.

Former Use: The approximate quarter of an acre site is located at 100 East Fourth Street in Appleton City, Missouri. The site appears to have been developed since at least 1885 with the current-day approximate 6,000 square foot building. Past uses include a clothing, grocery, hardware, furniture store, opera house and telephone office. Due to being unable to obtain much information, historical information was very limited for the site from 1935 to 1990. Currently the first floor of the site is occupied by Mr. Jay Knowles and used as storage and light vehicle maintenance since 1960. The south section of the second floor is rented as a personal apartment. The current site owner is Roseanne Knowles. Review of the historical information associated with the surrounding properties revealed two gas tanks were noted in East Fourth Street on the 1935 historical fire insurance map. These tanks were located directly north of the building at 108 E. 4th Street (two lots to the east of the site and in an apparent topographically cross to up-gradient relative to the site. As of January 24, 2013 adjoining properties were observed: North: Fourth Street followed by commercial buildings with a Casey�s gas station (to the northeast).
