Although the Property has been remediated to a level which EPA considers
to present a low potential for residual environmental impact, there were two excavation sidewall confirmation samples collected along the Property�s eastern boundary following the remediation which indicated the presence of PCBs at levels above 25 mg/kg. The regulation at 40 C.F.R. � 761.61(a)(8)(i)(A) requires that the owner of property remediated to the cleanup levels established for low occupancy areas must provide notice to potential purchasers of such property that the land has been used for PCB remediation
waste disposal and is restricted to use as a low occupancy area. In addition, the Property in its entirety shall not be used for residential purposes, which for purposes of this Covenant include but are not limited to single family homes, duplexes, multi-plexes, apartments, condominiums, schools, child-care facilities, or any land use where persons can be expected to reside.

Additional Property Attributes

The property was formerly the location of a scrap metal/salvage yard operation. As part of redevelopment efforts, environmental sampling conducted by the owner determined that contaminants including polychlorinated biphenyls (PBCs) were present in on-site soils. In 2012, the owner completed remediation under the oversight of the U.S. Environmental Protection Agency Region VII Toxic Substance Control Act (TSCA) program to a cleanup level at or below 25 milligrams per kilogram PCBs based on the reasonably anticipated future use of the property. A detention basin on the property ensures protection of surface and ground water. An environmental covenant was filed with the St. Louis city Recorder of Deeds in order to provide notice to potential buyers and limits the property to use as a low occupancy area.

Former Use: Former junkyard facility. On August 18 2011 SLDC approved a subgrant to the City of St. Louis Planned Industrial Expansion Authority in an amount up to 100,000. The subgrant agreement was signed on August 29 2011. TSCA levels of PCBs were found and have been removed. Site is now part of a retention basin for stormwater.
