Additional Property Attributes

This project involved demolishing a former manufacturing facility and cleaning up the metals contaminated soils found on the property. The facility contained several abandoned containers of supplies and chemicals which were inventoried, placed in laboratory packs, and disposed of. The primary work on the property was funded by MDEQ-ESSD Brownfields Grant. In order to allow the project to move forward without liability for the new owners, Baseline Environmental Assessments (BEAs) were performed. US EPA grant monies were used to conduct a BEA for the Neighborhood Partnership Program which will be responsible for redevelopment. The redevelopment of the property will be as residential property. An agreement in principle has been reached with a developer to build a senior housing condominiums. The tax value of the property will increase from a negative value while the Chair Factory will still be erected to over $300,000 once the initial phase of condominium construction is complete.

Former Use: School(1899 through 1932) The original building was constructed in 1899 as a one-story two-room school building, known as the "Lake School" at the subject property. A one-room addition to the original building in 1902. In 1910, the original building was torn down and an existing six-room two-story building was constructed. The building housed the Lake School until 1932. Garment Factory (mid- 1940s through late-1950s) The two-story bulding remainded idle until immediately after World War II, when it was convered for light manufacturing by Needlecraft, a Clothing Manufacturer as a garment production location. Needlecraft Clothing Manufacturer operated in the two-story brick building between the mid-1940s through the late- 1950s. In the late-1950s, an addition was constructed on the west of the original two-story brick building, referred to in this report as the west wing addition. Furniture Factory (early- 1960s through mid- 1990s) The property again remained vacant until Woodworking Specialties, Inc. (Norway Chair Factory) operated from early-1960s to mid-1990s when the business was abandonned. Abandonned (mid- 1990's to current) Mr. Thomas Thompson of Whitehall, Michigan acquired the property at a tax auction in 2003. Mr. Thompson's quick claim deeded the property to the City of Norway, who in turn deeded it to the Neighborhood Patnership Program of Dickinson County. , garment and furniture factory,
