Additional Property Attributes

The Tillamook Naval Air Station (TNAS) was constructed in 1942 by the U.S. Navy. TNAS encompassed 1,637 acres and operated from 1942 to 1948 as a lighter-than-air (blimp) station and refueling/re-arming facility for military aircraft. In 1948, the U.S. Navy leased the Site property to Tillamook County. In 1963, the Site property was deeded to Tillamook County. In 1966, Tillamook County deeded the Site property to the Port of Tillamook. In 1971, TSD #9 purchased the property from the Port of Tillamook for classrooms, maintenance, and storage. The TSD #9 Industrial Buildings Property is located adjacent to the Port of Tillamook�s flexible manufacturing and warehouse unit facility. The Port would like to acquire the TSD #9 Industrial Buildings property to expand their flexible manufacturing and warehouse facility, and in turn create economic opportunities to the Tillamook County region by providing space for commercial and industrial businesses. In addition, the five buildings present on the TSD #9 Industrial Buildings property are in disrepair and require an extensive amount of maintenance, which the TSD #9 considers a financial burden. Prior to the Port of Tillamook entering into negotiations for purchase of the property, due diligence in the form of a Phase I ESA was requested to determine if any environmental concerns are present on the Site property. A Phase I investigation was completed in May, 2013. Recognized Environmental Conditions (RECs) associated with the property include: 1) Historic gasoline station- located in the center of the property. A concrete pad is the only physical element remaining from the gas station, however staining was observed in the vicinity of the former gas station. 2) Historic wash rack � an outdoor drain and concrete pad was observed adjacent to the historic service station. 3) Heavy staining in building TSD 3 � The TSD building historically stored chemicals. Heavy staining was observed on the concrete floor. 4) Potential on-site drycleaner � A review of site records indicate that the TSD 5 building was likely used for dry cleaning operations from 1948 to 1953. A floor drain is also present in this building that could have been a conduit for contaminant migration. The following data gaps were noted in the Phase I: 1) The site is located in close proximity to the Naval Air Station and landfill. 2) A hydraulic hoist is located in building TSD-3. Hydraulic hoists contain hydraulic oil, some containing PCBs. Therefore, this area should be considered for future investigation. 3) Floor Drains � Two floor drains are present in buildings TSD 3 and TSD 4. It is unknown if the floor drains discharge to a treatment plant. 4) Boneyard � uncontained waste material including concrete, metal, rubber, and other materials were observed in the �boneyard� storage area located on the north portion of the site. 5) On-site paint and lube oil storage � the TSD 1 building was historically used to store paint and oil. Other hazardous materials were historically stored in the building. 6) Garage/Shop Areas- portions of the TSD 3 and TSD 4 buildings are used for storing and maintaining vehicles and other equipment. 7) Transformers � A review of historic photos showed at least three transformers present near the TSD 4 building. PCBs could have been used in the transformers. The Phase I report recommended a site-wide subsurface investigation to determine if a release of hazardous substances has occurred.
