Additional Property Attributes

The Phase I Environmental Site Assessment (ESA) was completed on the structures and grounds of 145 parcels in the Vine Street District. The Phase I ESA identified many Recognized Environmental Conditions (RECs) concerning illegal dumping, past site investigations, drycleaner and underground storage tank (UST) site records, and historic uses in the area. The Phase I ESA identified approximately 58 RECs on the subject properties, within the project area, and adjacent to the project area, of which approximately 39 concern potential hazardous substances contamination and 19 concern potential petroleum contamination. Some properties trigger both concerns. Phase II ESA work was not completed as no assistance was requested from the Kansas City Brownfields program.

Former Use: The subject area was first developed circa 1877; the first residential subdivision in the subject area occurred in 1884. The subject site consists of 145 parcels of land located in a residential and commercial area known as the Vine Street District. The subject properties are currently vacant lots with one vacant stone structure, located at 2001 Vine Street; the lots have remained inactive for years. Previously, the area was a vibrant section of Kansas City, Missouri with primarily residential use interspersed with commercial facilities including restaurants, grocers, churches, barber shops, drug stores, filling stations, laundry/dry cleaners, funeral homes, automobile repair/service facilities, cab companies, and other assorted retail businesses.
