Additional Property Attributes

Findings of the Phase I Environmental Site Assessment (ESA) indicated three Recognized Environmental Conditions (RECs) with recommendations of a subsurface investigation. 1) The Barben Plating Company (1212 Tracy Avenue) is a CERCLIS site that was given a NFRAP determination; however, no subsurface investigations were completed prior to the NFRAP; 2) A gasoline service station was located on the property. No records exist regarding the presence and/or removal of underground storage tanks; and 3) Historical industrial operations at the property pre-dated RCRA of 1976. Therefore, confirmation of subsurface conditions are non-existent. Several structures were previously located on the property. Demolition records for these structures are not available; development of the property should include an assessment of subsurface debris for asbestos containing building materials. No further assessment and/or cleanup efforts are anticipated to occur under the Brownfields Program.

Former Use: The property comprises an entire city block and includes four buildings (office/adjoining warehouse, storage building, two warehouse buildings), associated parking and a storage yard. The property was developed for residential use in the late 1800's. Historical uses of the property include a coal yard, various commercial companies, plating company, machinery company, and a gasoline service station. The majority of these operations took place prior to RCRA of 1976.
