Additional Property Attributes

Three of the eight stores in the new Main and Pavilion Shopping Center are open for business, and all stores will be open by the end of 2005. This shopping center is a significant development in the Clay Arsenal neighborhood. The 14,700 square foot Sav-A-Lot grocery store will anchor the shopping center, serve over 5,000 customers per week, and create at least 50 jobs. The project has been planned for more than 10 years, and cleanup of the property was critical and timely in order to proceed with redevelopment. PPF attached to QR 6, 7/1/05-9/30/05 All of the eight stores in the shopping center are now open for business. This is the most significant development in the Clay Arsenal neighborhood in years. The grand opening of the Sav-A-Lot grocery store, the anchor of the shopping center, was held on January 13, 2006 with EPA Project Manager Joe Ferrari in attendance. The store occupies 14,700 sf to serve over 5,000 customers a week. At least 50 jobs will be created. The project has been planned for over 10 years. Remediation of this property was critical and timely for redevelopment of this community development project. Post remediation ground water monitoring is underway for this property. Three rounds of sampling from four wells have been tested with no significant findings or detectable levels. One more round will occur this quarter. CT DEP has designated the property as "relatively low risk." EPA has written an excellent success story and SRA has also written a narrative for the EPA Brownfields news. The property is also featured on the Region 1 Web site. PPF attached to QR 8, 1/1/06-3/31/06

Former Use: Gas station, auto repair, residential, commercial, State of CT arsenal. Former brownfield with a long history of industrial use that was abandoned and idle for many years. The City of Hartford sold the property for $1 to the current owner. (PPF - Main and Pavillion Shoppinng Center, 7/27/07) This property has been in use for over 250 years but is now vacant. It is in the north end of the city in the Clay Arsenal section of Hartford. The property is adjacent to a large housing project, Mary Shepard Place, managed by the City of Hartford Housing Authority. The property that will be remediated is across the street from Mary Shepard Place. Due to the proximity of the residential community, the contaminated soil will be moved off-site (rather than reused on the property with an Environmental Land Use Restriction). This development is a key piece in the effort to revitalize the Clay Arsenal neighborhood of Hartford. The City of Hartford was the previous owner of this property. It was sold to the new non-profit entity �Public Housing Residents Going Places� for $1. A shopping center will be developed which includes a 15,000 square foot supermarket, a clothing store, and other retailers. The development is financed from both public and private sources. Rental income will cover expenses and the excess will return to the non-profit for community use. (PPF � Main and Pavilion Shopping Center, 10/31/07)
