Additional Property Attributes

A November 2012 Phase I ESA identified the following RECs. Evidence of a current or former on-site underground storage tank (UST) is present on the west (rear) side of the restaurant building. If an UST is or was present, fuel oil releases are possible which could results in soil and/or groundwater contamination. There is an out of service fuel oil above ground tank in the basement which is considered to be a de minimis condition. 2. Historical mapping indicates that a ravine used to run through the rear of the property, which has since been filled in. There is also evidence that a railway line ran through this ravine in the mid- to late-1800�s. This ravine ran south and north of the property and crossed in the vicinity of 102 Archibald Street where an historic dumping site was identified (Department of Environmental Conservation (DEC) Site 2004-3223). Extensive environmental testing there indicated the presence of regulated contamination at levels above standards and remediation was required before the property was granted Sites Management Activity Complete status. It is possible that similar conditions are present at the subject property. 3. The adjacent property to the north (Child Care Center) used to be Empire Launderers and Cleaners and is DEC active Site #94-1586. Environmental testing has shown the presence of hazardous substances and petroleum products there, at concentrations in excess of standards. There is a groundwater monitoring well at the former Empire site, approximately 5� from the property line which is in use for environmental monitoring. The subject property is most likely upgradient of the former Empire site with respect to groundwater flow; however, fringe effects of groundwater and soil contamination and/or soil vapor intrusion issues may exist which may have impacted the property. 4. A nearby property to the southeast (Burlington Beverage, 208 North Winooski Avenue) formerly was an auto repair garage and filling station in the 1940�s and 1950�s, with several underground gasoline storage tanks indicated. On the 1926 insurance map this property is shown as a garage. Groundwater in the area is believed to flow toward the northwest and this property is in a probable upgradient location with respect to groundwater flow. If hazardous substances or petroleum products were released there during past operations, a groundwater impact to the subject property is possible. This property is not on the DEC hazardous sites list. 5. The adjacent property to the southeast (228 North Winooski Avenue, Chittenden Emergency Food Shelf), is DEC active Site #91-1054 due to chlorinated solvent impact to soil and groundwater at that location. Tetrachloroethene was detected in shallow soils and in groundwater at a depth in excess of 50� below grade, indicating that a release of chlorinated solvent likely took place there. The 228 North Winooski Avenue location is in a probable upgradient location with respect to groundwater flow. CCRPC has therefore engaged a Consultant to conduct a Phase II ESA as follows: The work scope presented in this proposal is based on current ASTM, EPA and DEC requirements. The specific goals of this work will be to 1) define the presence, nature, extent and magnitude of soil and soil gas contamination on the subject property and 2) ascertain whether a sensitive receptor impact is presented by the presence of contamination for the property�s residential reuse. A groundwater assessment was not requested by CCRPC. CCRPC has also engaged an archeologist to be on site during the Phase II work to collect soil samples and observe for any potential impacts to historic or cultural resources. The project broke ground for a mixed use ground-floor commercial (1,500 SF) with 28 apartments above in the summer of 2014 and is slated for completion in early 2015.
