Based on the results of the investigation, SSDS appears to be a viable remediation technology to address
potential vapor intrusion at the Property. VPS will incorporate the data collected into the design and
installation of a SSDS for the Property. The Indiana Brownfields Program Comfort Letter issued for the
Property indicated that the vapor mitigation system should be consistent with USEPA Brownfield
Technology Primer Vapor Considerations for Redevelopment, EPA 542-R-08-001, March 2008.

Additional Property Attributes

At the time of the reconnaissance, the Property consisted of approximately 0.4 acres of land developed with an approximately 24,000 square foot, two story commercial building. The remainder of the Property was developed with concrete sidewalk. Surrounding area uses included a public library, banks, and local government offices. This assessment has revealed no evidence of recognized environmental conditions in connection with the Property except for the following: � Historical use of the Property as an automotive repair shop, filling station, and commercial printer and the potential for environmental impact from unreported and/or undetected releases of hazardous substances and/or petroleum products related to the historical operations represents a REC in connection with the Property (Section 5.4.2). As discussed in Section 5.1, a Phase II ESA was conducted on the Property to determine if the historical operations had impacted the Property; � The reported presence of volatile organic compounds (VOCs), Polynuclear aromatic hydrocarbons (PAHs), and metals at concentrations that exceed applicable Indiana Department of Environmental Management (IDEM) Remediation Closure Guide (RCG) Screening levels in soil, groundwater, and/or soil gas on the Property (Section 5.1 and 6.3.6); and � The potential for environmental impact from the unreported and/or undetected migration of hazardous substances and/or petroleum products associated with the newspaper printing operation and gasoline USTs located to the north, northeast and northwest of the Property (Sections 5.1, and 5.4.3).

Former Use: 1885-1916 A Congregational Church was located in the west-central portion of the Property, two sheds were located near the southwestern portion of the Property and a single-family home was near the southeast corner. In 1896, one of the sheds had been removed and the dwelling was labeled �Church Social Rms/Kitchen�. In 1902 the Church was expanded and the dwelling and remaining shed were no longer depicted. Another addition was added to the southwest corner of the Church in 1909. 1927 A gasoline filling station and three gasoline tanks were depicted near the northeast corner of the Property. A small store was located in the northwest corner of the Property. 1934-1940 The �sw corner� of Mulberry Street and Union Street intersection was listed as Firestone Service Stores, Inc. 1940-1977 113 East Mulberry Street was listed as Firestone Service Stores, Inc. or Firestone Stores or Firestone Stores Tires. The Property was labeled on Sanborn Maps as �Garage and Tire Service� � capacity 60 cars, built 1930. Three gasoline tanks were depicted near the northeast corner of the Property. 1982 113 Mulberry Street was listed as vacant. 1987 Griffey Dave Contracting Service, Inc. occupied 219 Union Street. 1992-1999 Quick Print Kokomo occupied 113 Mulberry Street. Western Union was listed as an additional occupant in 1992 and 1995, and Dixie Dee Ice Cream was listed as an additional occupant in 1995 and 1999. 2008 Kokomo Quick Print Inc. occupied 113 Mulberry Street. 2013 No Property addresses were listed in the City Directory.
