Portland Public Schools (PPS) is seeking a way to put this site back into productive use. Current plans include converting a portion of the site into a small farm that will donate produce to the Oregon Food Bank. Adjacent to the garden are plans for soccer fields which are in large demand in Portland. Their goal is to provide a space that supports healthy activities, community building, and food security through local food production. Since this site will be used for food production and sports activities, PPS requested funding for environmental site assessments to uncover the past uses of the property and any potential environmental concerns. The following is from the Phase II report: "No USTs were encountered during the subsurface investigative activities and no definitive evidence of USTs was generated by the geophysical survey. One geophysical anomaly had a degree of correlation, but nothing definitive. One area of concern is along the southern boundary, which produced elevated DDT/DDE, arsenic, oil-range petroleum hydrocarbons, and benzo(a)pyrene detections. The benzo(a)pyrene, accompanied by oil, was discovered at about 5 feet bgs. A second area of concern is located in the center of the Subject Property where oil and benzo(a)pyrene were detected at depth 5 feet bgs. The upper 0.5-foot of soil near the southwestern/central portion of the Subject Property has a minor presence of oil-range petroleum. We recommend these areas be avoided when planning the garden or the have the soil removed". Although the consultant recommended avoiding specific areas of the site, it should be noted that commercial uses on this site may not require cleanup or avoidance of areas. The recommendation is based on the assumption that people using this site for agricultural uses will be in close contact with the soil and therefore the most conservative exposure scenarios were adopted.

Former Use: In the 1930's and 1940's the property was developed as an orchard with associated large lot residential uses. In the 1950's the property was subdivided into approximately 34 smaller residential lots. Portland Public Schools (PPS) purchased this site in 1965. The homes were demolised and in 1967 the property became home to Adams High School and later Whitaker Middle School. In 2001, Whitaker Middle School closed due to concerns about indoor air quality due to high levels of radon and carbon dioxide. Over the next several years, the building remained vacant and became a nuisance and hazard to the surrounding neighborhood. Reports from neighbors talk of the property becoming littered with garbage and the school being vandalized regularly. The school was finally demolished in 2007 and the site acts as an extension of the neighboring park with a crude walking trail and off-leash dog area.
