Additional Property Attributes

Previous to the Phase II Environmental Site Assessment (ESA) conducted in July 2008, investigative soil sampling conducted at the Missouri Department of Transportation (MoDOT) Relocation Site indicated that historical industrial activities in the area had elevated concentrations of arsenic and lead above acceptable Missouri Risk-Based Target Levels (RBTLs) for non-residential use of the site. Additionally, levels of arsenic and lead were very high underlying site groundwater, but there were indications that the elevated levels were inflated due to the fact they were unfiltered samples. The additional Phase II ESA was conducted in July 2008 to delineate areas of arsenic and lead contamination and obtain sufficient data to conduct a risk assessment. Arsenic concentrations ranged from 22 milligram per kilogram (mg/kg) to 1,210 mg/kg. A Missouri Risk Based Corrective Action (MRBCA) Tier I Risk Assessment was completed to determine whether contaminants exceeded the appropriate RBTLs for non-residential use and construction worker exposure standards. A representative concentration for arsenic was calculated, and applicable RBTLs were proposed to have an engineered cap to prevent direct dermal exposure. A Risk Management Plan (RMP) was prepared to address the chemicals of concern (COCs) and provide a management method for site closure to non-residential use. The RMP incorporated the design of the future MoDOT facility to prevent exposure to identified contaminants. Risk mitigation measures included a protective cap over all exposed surfaces; execution of an Environmental Covenant implementing AULs that prohibit future installation of private groundwater wells, use of excavated soil for fill material, and use of the site for residential purposes; and a soils management plan to address the removal and disposal of contaminated soils encountered during construction of the new facility. Upon satisfaction that the remedial actions taken were adequate to remove the COCs to risk levels acceptable for non-residential use of the property, the Missouri Department of Natural Resources Brownfields/Voluntary Cleanup Program issued a Certificate of Completion letter on 12/10/2010.

Former Use: The area surrounding the Property known as the West Bottoms has been developed since the 1800s. In the late 1800s, a furniture manufacturer may have been located on the Property. Around 1909, the Chicago and Great Western Railroad Company built a freight house at the west end of the Property. Some time after 1950, the freight house had been removed and a new warehouse (constructed on the Property) and adjoining two-story office building (constructed on the excluded portion of 700 Mulberry not on the Property) were constructed by the railroad in 1955. The Property was formerly used as a railroad switchyard, railroad headquarters office and maintenance shed, and manufacturing warehouse. In 1970, the railroad sold the property to a Mr. John Hart. Additional warehouse structures were added to the west of these structures in 1970 and 1975. Mr. Hart leased the warehouse space to a casting company, shipping container company, lost luggage courier, and a construction company. In 1997, Mr. Hart leased the warehouse and office building to Philip Services which used the warehouse for storage and maintenance of equipment and the two-story office building for a laboratory. Philip Services is a RCRA treatment/storage/disposal (TSD) facility that blends high BTU wastes for use a fuel in cement kilns. There is no evidence that these hazardous wastes were treated on the Property. The Property was purchased by Mr. Bob Graham in 2000 and the warehouse structures were demolished.
