Additional Property Attributes

Initial investigation of the site began in April 2007 with a Phase I Environmental Site Assessment (ESA), a Phase II ESA and Tier I Risk Assessment, and a Remedial Action Plan (RAP) and Cost Estimate. The Phase I ESA was updated in 2008. The Phase II investigation identified the presence of lead, mercury, and benzo(a)pyrene in shallow soil on the east portion of Lots 3 and 4 (Property; 2600 and 2604 The Paseo Boulevard) in concentrations above the 2006 Missouri Risk-Based Corrective Action (MRBCA) default target levels (DTLs) and Tier 1 Risk-Based Target Levels (RBTLs) for residential use. The soil contamination was due to fill material containing metal slag and cinders present predominantly on the east side of the Property. The presence of these fill materials were explained to be the result of historical use as a hospital incinerator/power house. The entire site was accepted into the Missouri Brownfields Voluntary Cleanup Program (BVCP; identified as the Beacon Hill Redevelopment Project) in 2008 for the remediation of soil contaminants. The RAP, which described the removal and disposal of the contaminated soil on Lots 3 and 4, was approved by the BVCP in 2010. No groundwater was present at the property above bedrock. An ecological assessment was not necessary as there were no environmentally sensitive areas and threatened or endangered species as potential receptors. Remediation of the Property, which involved excavation of contaminated soil on the east side of the Property to meet the City's goal of a No Further Action Determination for residential use without restrictions, was addressed in the Soil Removal Report dated November 4, 2013. Using lead as the contaminant indicator, soil in the delineated impact area was excavated until field tests showed that lead levels were below 2006 MRBCA residential RBTLs of 260 milligrams per kilogram (mg/kg). A total of 604 cubic yards (905.72 tons) of soil was disposed of at the Johnson County Landfill as non-hazardous special waste. Lead levels from all confirmation samples were below 260 mg/kg. After confirmation soil results indicated that the remediation goal was met, the excavation area was backfilled with analytically confirmed clean soil, compacted to support structures, and seeded. Based on the MDNR No Further Action letter dated April 14, 2014, the determination was made that the remedial actions taken were adequate to remove the chemicals of concern to risk levels acceptable for unrestricted use of the Property. The $11 million renovation was completed on the Robinson Hospital and residential occupancy began in April 2006. The former hospital is now known as the Residences at West Paseo and qualifies as a Low-Income Project with restricted rents, and offers 46 one- and two-bedroom senior apartments. Residents have access to public transportation, the flexibility of independent living, ample well-lit parking, and the added bonuses associated with living within the Beacon Hill Redevelopment Project.

Former Use: The area known as the Beacon Hill Redevelopment Project Lots 2-5 and the Grove Street right-of-way in the Robinson Hospital Subdivision of Kansas City, Missouri is representative of a larger area assessed as part of a previous EPA assessment grant. Lots 3 and 4 and the Grove Street right-of-way (Property) were at one time part of the former Robinson Hospital property located at 2625 West Paseo Boulevard. The southern half of this property at that address is now the Residences at West Paseo. Previous investigations identified shallow soil contamination of Lots 3 and 4; subsequently, cleanup funds, under Cooperative Agreement Number BF97713101, include only the remediation of Lots 3 and 4 (approximately 0.30 acres). The Property is vacant and undeveloped and is generally flat, with the exception of the east border, which is heavily wooded and has a steep slope toward Paseo Boulevard.
