Additional Property Attributes

Groundwater samples collected from 3 temporary monitoring wells. Soil samples collected from 9 locations. Groundwater results - 4 VOCs and 7 PAHs detected. TCE exceeded EPA regional screening level (RSL) but was below the EPA maximum contaminant level. No additional action recommended for groundwater. Soil results - VOCs, metals, and PAHs detected. All soil VOCs were below screening criteria. Arsenic was below the Shelby County residential arsenic background level. Lead was detected above the residential RSL but below the industrial RSL. Planned reuse is commercial. PAHs (converted to benzo(a)pyrene equivalents [BEQ])were present in soil at concentrations exceeding the TN urban background for benzo(a)pyrene. All BEQ exceedances were limited to the first 2 feet below ground surface. In the ABCA/Remediation Plan, a preliminary risk evaluation was performed. BEQ concentrations were within the acceptable risk range for lifetime cancer risk for excavation workers. Sitewide risk for BEQ (1.2E-04) slightly exceeded the upper bound of 1E-04 for acceptable lifetime cancer risk for site workers. Preferred cleanup alternative consists of land use controls restricting use to commercial and prohibiting groundwater use, a soil management plan, removal of a hydraulic oil reservoir found during the Phase II ESA, sampling to delineate BEQ hotspots, removal and offsite disposal of BEQ-contaminated soil, and site restoration. TN Dept of Environment & Conservation must approve the final remedial action work plan if state or federal funding is used for remedation.

Former Use: The 0.264-acre site is vacant, irregularly shaped property. Inner Vision purchased the property in 2007. Historical warranty deeds describe the property as 2 combined parcels: Parcel I (N end) & Parcel II (S end). Parcel I is triangular, bordered on the N & E by S Third & on the W by Hadden. Parcel II is rectangular, bordered on the E by S Third, on the S by East GE Patterson, & on the W by Hadden. Parcel I is paved w/deteriorated concrete; Parcel II is grassy w/areas of stressed vegetation interspersed w/gravel. The property & southeast-adjoining 0.09 acre property (Tax Parcel 00501900002 at 521 S Third [Don Brignole Site] comprise a triangle bound on the N & E by S Third, on the S by East GE Patterson, & on the W by Hadden. Parcel I was undeveloped in the late 1880s to early 1900s, when the N & E borders were Gayoso Bayou, which discharged downtown Memphis stormwater & wastewater to the Wolf River Harbor. From 1932 to 1969, Parcel I was developed w/an irregularly shaped building that fronted S Third & Hadden & was occupied by auto repair, tire sales & service, & wholesale auto parts businesses. Vehicles were parked in the north tip not covered by the building footprint. The building was demolished circa 1970, & the parcel sporadically was used to park vehicles, semi-trucks, &/or trailers. Within the past 10 yr, vehicle parking ended; the concrete deteriorated & is partially overgrown with grass. Parcel II was developed residentially in the mid- to late 1800s w/single-family homes fronting Hadden St, Rayburn Blvd (prior name of S Third), E Calhoun (prior name of East GE Patterson) through the early 1900s. At the turn of the century, the ground floors of bldgs fronting E Calhoun Ave became stores & restaurants, w/residents occupying upper floors. The Plaza Hotel operated at this corner from 1913 to 1958, providing service to the Union Station railroad depot to the southwest, across E Calhoun. The building was demolished circa 1970, & the parcel has remained unused.
