Six soil samples collected by IDEM in 2002 exceeded the IDEM RCG Residential Direct Contact Screening Level for hexavalent chromium and two of these locations exceeded the lead screening level. We were unable to confirm the hexavalent chromium results from the IDEM confirmation samples. However, the locations of the IDEM identified impact are beneath planned building slabs and/or pavements, thereby eliminating the direct contact risk. As long as engineering controls are in place, the direct contact pathway will incomplete. In summary, the assessment of RECs identified in the Phase I ESA found no evidence of impact that warrants further investigation or cleanup as long as the engineering controls are in place.

Additional Property Attributes

The Property will be redeveloped as a portion of an apartment complex; the proposed building footprint will cover approximately the western quarter of the Property. The remainder will consist of paved parking areas, landscape areas, and concrete sidewalks.

Former Use: The Property is located at 424 North Apperson Way, in the city of Kokomo, Howard County, Indiana (Figure 1); the parcel identification number is 34-04-31-102.000-002. At the time of the reconnaissance, the Property consisted of approximately 0.84 acres of land developed with a 14,208 square foot, one story former industrial building. The Property�s eastern portion consisted of a vacant grass and gravel/fill covered lot. The remainder of the Property was developed with paved parking and landscaped areas. The Property was located in a mixed use area. the Property operated as a glove manufacturing facility from the 1950s to 1980s and a circuit board fabrication facility between 1985 and 2000. Prior to the 1950s, the Property was developed with residences. Since the mid-2000�s, the Property has been used as a meeting space.
