Additional Property Attributes

The subject property consists of six parcels developed with several commercial buildings The subject property is occupied with the St. Clair Inn hotel which is a historic landmark that has been in operation since its original construction in 1926. The remaining five parcels that comprise the subject property are located along the west side of N. Riverside Avenue. These parcels are currently addressed as 503, 505 and 507 N. Riverside Dr. and 118 Vine St., and a parcel that is legally described as a parking lot with no current physical address. The 503 N. Riverside Ave. parcel is developed with a 1,686-square-foot retail store. The 507 N. Riverside Ave. parcel is developed with an asphalt-paved parking lot and a 4,225-square-foot vacant commercial and office building that was constructed in 1971. This building connects to the larger adjacent commercial building comprising 9,840 square feet in size located at 505 N. Riverside Ave. The subject parcel addressed 118 Vine St. is currently a vacant grass-covered lot. The historic use of the property includes a former Charles Sheldon Tannery located in the northeast portion of the site depicted on 1890, 1895, and 1900 Sanborn maps and a former automotive repair/body shop with one associated gas tank located on the western portion of the site depicted on the 1947 Sanborn fire insurance map. Based on these RECs Envirologic conducted a Geophysical survey (GPR) obtain information on any existing USTs at the site and soil and groundwater sampling in the areas related to the historic uses of concern. Envirologic also conducted a Hazardous Building Materials Survey at the site. The GPR survey indicated the presence of two UST located at Riverside Drive in the area of the former Auto Repair operations. The analytical results obtained from the sampling activities indicated various VOCs and Metals detected in groundwater and soil in several locations at the subject property at levels that exceeding Residential Drinking Water Criteria and Groundwater Surface Water Interface Criteria. According to the Phase II investigation both 500 N. Riverside Ave. (Parcel #74-07-700-0019-000) and 505 N. Riverside Ave. (Parcel #74-07-049-0353-000) meet the definition of a �facility� as defined in Part 201 of NREPA. In additions Asbestos Containing Building Materials were detected throughout several portions of the buildings located on the subject property.

Former Use: Prior to the original construction of the St. Clair Inn Hotel and current commercial sue various residential, commercial, and industrial occupants were located throughout the property since at least the late 1800s. According to the Sanborn map review, the eastern parcel that comprises the subject property (500 N. Riverside Ave.) was developed with two main industrial operations from the late 1800s until the approximately the early 1920s prior to the construction of the St. Clair Inn in 1926. These historic industrial developments are identified as Nelson Mills Lumber and Manufacturing Company and Charles Sheldon Tannery. There was no evidence of tanks, fuels, or chemical storage depicted on the Sanborn maps in the areas of the planing mill.One filling station with three gas tanks is depicted on the 1940 and 1947 Sanborn maps, located in the southwest portion of the subject property addressed 503 N. Riverside Ave.An automotive repair/body shop and one gas tank located adjacent to the east of the building is depicted on the 1947 Sanborn map. The property is identified in the western portion of the subject property located at 511 N. Riverside Ave. (current address 505 N. Riverside Ave.). According to records obtained from the planning, building and assessor departments the following owners are listed for the subject from 1971 to the present; Prior to 1971: FR Hays and Doris A.
