Additional Property Attributes

The site was identified in an Area-Wide Phase I environmental site assessment (ESA) of the 39th Street Corridor in 2006. The 2013 site-specific Phase I ESA identified pre-regulatory, historical, and commercial/industrial uses at the Site as Recognized Environmental Conditions (RECs). These uses included auto service garages, refrigeration repair services, metal works, cleaners, furnace repair, and printing companies. During the Phase I ESA, three out-of-use underground storage tanks (USTs) were identified on the Site. The UST closure was conducted in April 2014. Three USTs, piping, and a dispenser island were removed. Analytical results of the closure samples did not contain chemicals of concern in excess of the Missouri Risk-Based Correction Action (MRBCA), October 2013 residential risk-based target levels (RBTLs), and no petroleum contaminated soil was excavated/hauled off for disposal. Uncontaminated excavated fill sand, along with compacted clay and gravel were utilized in the excavation. A Phase II ESA was conducted after the UST closure activities were completed to address potential contamination in soil and groundwater resulting from historic uses. One soil sample indicated a lead concentration greater then residential surface and subsurface soil RBTLs and an arsenic concentration greater then the RBTL and the average arsenic soil concentration for Jackson County. Tetrahydrofuran (THF) was the only VOC detected above the DTL in the soil samples; however the concentration was well below the residential RBTL. Groundwater sample results indicated that no VOCs were detected at levels greater then DTLs. With the exception of acetone, the detected VOCs were petroleum hydrocarbons. The elevated total metal groundwater results were interpreted to be due to heavy suspended solids; groundwater was limited at the Site and dissolved metal analysis was not completed. A No Further Action designation will be requested for the Site. In early 2013, Ivanhoe Neighborhood Council released the 39th Street Gateway Redevelopment Plan, an area-wide conceptual plan for the 39th Street corridor. The plan includes the Sunshine Market site as a part of "Phase B" designated for "infill mixed-use development." Additional planning assistance, including design work, market studies and community engagement is needed to determine the feasibility of mixed-use development on the Sunshine Market site and similar former commercial properties along the 39th Street Corridor. A request was made to the EPA in May 2014 for UST Planning assistance and is expected to occur.

Former Use: The Site consists of approximately 0.42 acres and consists of two vacant parcels. The southern portion of the Site consists of concrete; the northern portion consists of overgrown dense vegetation. Historically, the Site was comprised of four parcels with multiple uses, including a automotive garage with three registered USTs that are listed as out of service in the Missouri UST database; refrigeration repair services; sheet metal works; cleaners; printing companies, and; furnace companies.
