Additional Property Attributes

According to a Phase I and Phase II Environmental Site Assessment (ESA) completed at the Site by WESTON Solutions, Inc. (WESTON) in May 2013, the Subject Property was primarily used by the marine fishing industry (cold storage and fish processing) since the mid-1880s until the late 1980�s, when a fire destroyed the former Producers Fish Company facility. WESTON determined that ammonia was utilized at the facility as a refrigerant; however, additional details regarding its use and/or storage are unknown. In addition, during the mid-1900�s, the facility had a 60,000-gallon AST which contained crude oil, as well as potentially, two (2), non-registered 500-gallon USTs utilized for fueling commercial fishing boats. According to the WESTON report,the AST was removed from the Subject Property in the 1990s; however, no additional information and/or records regarding the tanks were available. The former Producers Fish Company building was razed in 1996 and the property was obtained by the City via tax title taking in 2009. Use of the Subject Property between the fire and razing of the building is unknown; however, documentation WESTON obtained from the City�s Fire Department indicated that the Site was utilized as an illegal junk yard and storage area for older vehicles and general rubbish during this time . Prior to WESTON�s Phase II activities in March 2013, the Site was being utilized, without authorization from the City, for the storage of marine fishing supplies including, lobster traps, netting, sand bags, buoys, oil drums, etc. Numerous 55-gallon and 5-gallon drums were present on Site, as well as evidence of staining of the ground surface in the storage area. According to WESTON, the majority of the drum labels indicated that their contents, or previous contents, were petroleum products, including a few drums that had �newer / homemade labels� indicating used/waste oil, with the exception of one (1) 55-gallon drum labeled propylene glycol and one (1) 5-gallon drum labeled as citric acid. Prior to off-site disposal, the bulk of the drum materials were analyzed and determined to be an aqueous oil mixture. Tanks were removed during assessment and on-site materials removed. No further cleanup is needed.

Former Use: According to Sanborn Maps, the property has been used as a marine fishing facility since the late 1800s. According to those interviewed, the Site was likely used for commercial marine fishing activities since Gloucester�s marine fishing industry took hold in the early to mid-1800s. Producers Fish Company owned this property at the time it went out of business in the 1980's. The Site has been undeveloped since the Producers Fish Company building burned and was demolished in 1996. According to old assessment documents, the building was of cement and cinder block construction. The concrete containment wall which held a 60,000-gallon AST remains on-site as does the concrete slab on which the former Producers Fish Company building stood. According to historic assessment documents from 1955 to 1967, the property once held oil tanks of unknown size, two pumps and tanks, an ice conveyor, and a loader. The property has remained vacant and used for storage since the building was demolished inthe mid-1990s. Prior to the start of assessment. the property stored marine fishing supplies including lobster traps and buoys.
