Additional Property Attributes

A four-story multi-family building containing 189 dwelling units in total over a single level of parking. The building will contain an interior courtyard, pool, rooftop patio, community room, fitness room, and a club room.

Former Use: The property is approximately 2.6 acres and is currently used as a paved surface storage lot for the Reynolds Rigging & Crane Service. Reynolds (the current owner) purchased the northern portion in 1967 and the southern portion in the mid-1990s. The property is surrounded by a municipal Water Utility pump station to the northeast (across N. Livingston Street) and commercial/industrial development to the southeast (across E. Mifflin Street). Residential development�both single-family and multi-unit�border the site to the east, southwest, west, northwest, and north. Historically, the site has received 5 to 6 feet of fill, much of likely industrial fill material such as coal ash and cinders. At least six underground storage tanks (USTs) have been removed from the site. A previously conducted Phase 1 environmental site assessment (Phase 1 ESA) mentions a former dry cleaner/laundry, an electrical supply business, a former armory building, a former gasoline service station, and a former City of Madison Streets Garage. A portion of the property, lots 10 thru 16 of Block 134, was previously owned by the City of Madison prior to transferring to the current owner. The property was acquired by the City prior to 1942 and used by the City Streets Division as a garage, which operated a small filling station. Prior to transferring the property to Reynolds in 1998, the City removed the tanks on its property, conducted a Phase 1 environmental site assessment (ESA), a Phase 2 ESA, and a remedial action investigation supervised by the Wisconsin Department of Natural Resources (WDNR). The tank investigation site was closed with WDNR approval in 1995. The property had 8 registered underground storage tanks, six of which have been investigated. There are still three aboveground tanks in service, and they appear to comply with current standards.
