Former Use: The Site appears to have been developed since at least 1919 as Manitowoc Plating Works, an electro plater, tin plater, and galvanizer facility. Mirro Aluminum Plant #3 was constructed in 1929, and operated at the Site until sometime after 1967. Aluminum pleasure boats, the plating of steel cookware handles, defense product production, and metal stamping occurred at various times at the Site. Operations conducted at metal and plating facilities often utilize hazardous substances and/or petroleum products. Based on an interview with the City Building Inspector, a local candy and tobacco distributor business was operating at the Site in 1983. Ink and industrial painting businesses operated at the Site from at least 1990 until 1999, when the industrial painting business no longer appeared in the City directories. The ink company appeared to have operated at the Site until 2003. Painting and ink facilities have been known to use petroleum products and/or hazardous substances, such as paint thinners and solvents, in producing and cleaning operations. Based on the length of these operations, approximately 50 years (metal works) and 13 years (ink and industrial painting operations) respectively, a spill or release of hazardous substances and/or petroleum products may have occurred.
