Additional Property Attributes

The City of Cornelius requested Brownfield assistance to determine if an underground heating oil storage tank (HOT) leaked. The City plans to redevelop the site into a library and low-income housing development. Brownfield assistance provided funding for assessing the tank, thereby allowing the City to apply their funds for site redevelopment. A deminimus release of petroleum was observed during the site assessment and was removed along with the HOT and properly disposed of at a licensed facility. Oregon DEQ issued a No Further Action determination in 2014.

Former Use: A Phase I Environmental Site Assessment was performed by Alpha Environmental at the request of the City of Cornelius in 2012. The Phase I indicated that previous site use was residential until the City purchased the property in 1940. The Phase I identified piping suspected to be associated with an underground storage tank next to an above ground storage tank that is currently used for storing heating oil. Both tanks were located on the east side of the Former Fire Hall (now City Council chambers). It was not known if the underground storage tank was used by the previous residence or if it was installed in 1940 when the City constructed the Fire Hall (which is now being used as the City Council chambers). An above ground heating oil tank has been used for providing heat to the building for a number of years, however there are no records as to when the above ground tank was installed or when the use and filling of the underground heating oil tank stopped.
