Residual contamination in soil and groundwater remains at the site at levels that do not pose a risk to human health or the environment. A Contaminated Media Management Plan (CMMP) has been developed to establish protocols for proper management and disposal of contaminated media should it be necessary to remove soil or groundwater from the site during future redevelopment.

Additional Property Attributes

The City of Tillamook is requesting assistance from DEQ�s Brownfields State Response Cooperative Agreement (provided by EPA), to conduct a Phase I and Phase II investigation of the former Modern Dry Cleaner property. The expansion and realignment of Highway 6 and Highway 101 through downtown Tillamook will displace a number of commercial businesses that wish to remain in the downtown core. The City of Tillamook is supporting revitalization efforts in the downtown core (where the Modern Dry Cleaner site is located). The investigation would determine if a release of contamination has occurred from previous dry cleaning operations and if so, if a cleanup is required. This information would help to find suitable locations for businesses displaced by the highway realignment. Based on review of Sanborn maps, Modern Dry Cleaners operated from the 1940s to the 1960s. No investigations have been performed on the property so it is not known if a release of hazardous substances has occurred. However, based on DEQ�s experience with historic dry cleaners, disposal practices and faulty plumbing have presented risks to human health and the environment due to releases of dry cleaning solvents and their constituents. The Sanborn map showing the location of the dry cleaner is attached to this form. A Phase I was completed in February, 2014 that verified the recognized environmental condition of a former dry cleaner being present on the property. Two iterations of Phase II investigations were performed in the spring of 2014 that showed levels of contamination in groundwater and soil. Further assessment is planned in the fall of 2014 to determine the extent of contamination and what, if any, cleanup is needed (beyond a Contaminated Media Management Plan and an Easement and Equitable Servitude) to achieve site closure.
