Artist Boat, a non-profit organization dedicated to promoting awareness and preservation of coastal margins and the marine environment through the sciences and the arts, applied for a targeted brownfield assessment at a 207-acre tract on Galveston Island. This property is part of the Coastal Heritage Preserve project, which is a multi-agency initiative to protect and restore critical habitats around West Bay. A historical oil and gas well and associated reserve pit were formerly located in the northeastern portion of the property. A Phase II ESA was conducted in July 2014. Elevated levels of barium and chromium were detected in soil at concentrations above the human-health protective concentration levels and/or ecological benchmark screening values within the boundary of the former pit. Hydrocarbons were also detected in groundwater within the former pit. A supplemental site assessment was conducted in August 2015 to delineate the extent of the contamination. Based on data, the extent of the contamination has been delineated and appears to be confined to within the footprint of the former pit. A Human Health and Ecological Risk Assessment was completed in August 2016, and determined that barium and chromium concentrations are not at risk to human health on the site. In addition to preserving and restoring valuable wildlife habitat, planned public access and education projects include informative eco-kayak adventures, walking tours, and volunteer conservation initiatives. In July 2018, Railroad Commission of Texas, US EPA, Texas Commission on Environmental Quality, and City of Houston staff visited the Artist Boat site toured the newly constructed outdoor classroom, the Eco-Art Kayak Facility and Environmental Education Pavilion, walking trail with interpretive signage, and bird viewing platform.
