The Cook's property is an orphaned property in the heart of a North Toledo neighborhood that has environmental contamination. The neighborhood group, United North, has worked to get the property into the hands of the City through the Lucas County Land Bank from an out-of-town owner that has no prospects of redeveloping the site. The site has been transferred to the City of Toledo through the Lucas County Land Bank to come up with a solution to clean the site and put it back into productive reuse. The site is located in the middle of a North Toledo neighborhood and is adjacent to Interstate-280. It consists of approximately 10 acres of asphalt parking lot and 2 acres of concrete slab. The areas of contamination include petroleum contamination at certain portions of the site, a lead contaminated area and an area of ground water that is contaminated with chlorinated solvents. The City will be working with the University of Toledo to isolate the areas of contamination and plant trees and other vegetation in these areas. Also, bioswales will be installed on the down gradient side of the site to absorb all of the surface storm water that runs off of the site. This will drastically reduce the amount of storm water that drains from the site into the storm sewer that flows into the Maumee River. Construction activities begun in May 2015 and were completed in July 2015. A 150' by 100' bioswale was constructed and several other areas were planted with trees and shrubs will up uptake contaminates. In total 129 trees and shrubs were planted and an additional 8 trees will be planted by the end of October 2015. Funding was provided by a GLRI Phytoremediation grant from ODNR, Forestry Division.

Former Use: The Phase II conducted in January 2007 identified impacted soil and groundwater that exceeds VAP standards. PNAs and metals were detected in soil samples.
