Site is part of Decatur Arts and Entertainment district.

Former Use: The site is vacant property located in a commercial area with the remains of concrete building foundations on site. Property is owned by Temple, Inc. Previous uses include a livery stable, automotive garages� a paper supply company, an upholstery business, and an engine repair shop. Four gasoline USTs were previously located on site. Recognized environmental conditions identified in the Phase I ESA include: (1) The historical use of the property as a garage and small engine repair facility with USTs. Potential UST fill ports were observed. Based on the long-term use of the facility as a garage; likely use and storage of potentially regulated automotive fluids and petroleum products prior to promulgation of environmental regulations; likely generation of waste from facility processes, and presence of USTs on the site, this past usage is considered to represent a recognized environmental condition. (2) Long-term historical use of the surrounding area by facilities that may have used hazardous substances/petroleum products or generated hazardous or petroleum-related wastes prior to the advent of environmental regulations. The site is located in an urban area that was first developed in the late 1800s. Nearby property uses include automotive repair facilities; a sign painting facility; former dry cleaners; and former USTs; Based on the close proximity of the facilities to the subject property, use of potentially regulated materials prior to promulgation of environmental regulations, lack of information regarding the USTs, and potential that subsurface soil and groundwater may be impacted in the site area, the long-term use of surrounding properties and unknowns associated with past hazardous substance/petroleum products storage and waste disposal represent a recognized environmental condition.
