Additional Property Attributes

Mattie Rhodes Art Center requested assistance from the Brownfields Coalition to assess three properties west of its current art studio location for the purpose of development of a permanent facility to consolidate operations in the Westside Neighborhood for a community center and studio exhibit space. A Phase I Environmental Site Assessment (ESA) confirmed several Recognized Environmental Conditions (RECs) for the properties. On-site RECs included the presence of a drycleaning facility, woodworking shop, laundromat, and printing companies. Off-site RECs included an adjacent auto repair facility, printing company, enameling company, and auto body shop. A subsequent Phase II ESA's soil sample results indicated that polyaromatic hydrocarbons (PAH) results were above Missouri Risk-Based Corrective Action (MRBCA) Default Target Levels (DTLs) but well below MRBCA Tier 1 Risk-Based Target Levels (RBTLs). Additionally, soil samples exhibited arsenic, lead, and cadmium concentrations exceeding MRBCA RBTLs. Of most significance, lead concentrations above residential and non-residential Tier 1 levels were detected in the surface soils at two locations at the west edge and southwest corner of the property, respectively. Groundwater was not encountered during the Phase II ESA investigation. Additional site characterization was completed to determine if there were off-site impacts and the three-dimensional extent of impacted soils. Additional samples collected indicated surface concentrations of lead and arsenic did not extend beyond the site boundaries to the south and west. However, new maximum levels for lead and arsenic were detected at 5 to 10 feet below ground surface from the south central part of the site, which was in an area where fill material was detected at the sampling depth. Samples were not taken east of this location due to the presence of dense vegetation and slopes. To complete delineation of the high lead and arsenic concentrations and complete the process of finding the area and depth of contamination above relevant levels, samples may have to be collected from this densely vegetated area. Mattie Rhodes was informed of this finding. The City conducted a site visit with the contractor and identified rough and uneven terrain, extensive foundation and building debris, and remnants of retaining walls in the southeast portion of the site. To help with managing the completion of additional Phase II ESA fieldwork, the City has requested that they be provided more design specificity to help manage the risks (i.e., more site planning is required). Mattie Rhodes is currently in the process of securing financing and capital and design work is not completed as of June 2015.

Former Use: The subject property consists of three separate parcels encompassing the addresses 1017, 1021, and 1023 West 17th Street. The subject property is currently vacant land with tree-covered land along the eastern border of the property. By 1895, the properties had been developed as residential property. Retail/commercial use was in progress by 1909 and from 1920 through 1961, commercial/retail structures included drycleaners (1930), woodworking shop (1950), drug store, grocery store, laundromat (1950s), and restaurants. During the 1970s and 1980s, the three addresses were under ownership of various printing companies. The property's current use dates back to the early 1990s.
