Additional Property Attributes

Recognized Environmental Conditions (RECs) identified during the Phase I Environmental Site Assessment (ESA) include a former bulk oil facility partially located on the southeastern portion of the subject property from about 1925 until the late 1960s. Although fire insurance maps show the majority of the oil tanks being located on the eastern adjoining property, at least three tanks were shown on the subject property, the largest with a capacity of more than 30,000 gallons. The property was redeveloped beginning in the early 1980s with the buildings located at 1905-1927 Vine Street. No information regarding removal of the former tanks or remediation activities prior to redevelopment was identified. Regarding the building located at 1905-1927 Vine Street, suspected cleaning and maintenance products, and janitorial supplies were observed in the warehouse portion during the Phase I ESA. The facility had been most recently occupied by a janitorial service/supply distributor. During site reconnaissance, the Phase I contractor noted the building to be in a deteriorating condition. Due to limitations of sight and apparently unsafe conditions within the building, the contractor was not able to conclusively identify the suspect hazardous substances or determine their quantities. However, the presence of various types of containers, ranging from one quart plastic bottles to 55-gallon plastic and steel drums were observed. Apparent staining to the floor was observed in portions of the warehouse where it was accessible. It should be noted that this building was demolished in March 2015 prior to completion of the Coalition grant funded Hazardous Materials Survey. Therefore, quantities/types of hazardous materials and removal activities are unknown prior to demolition. Off-Site RECs include a filling station/auto service facility adjoining the subject property to the north and the former presence of a bulk oil facility on the eastern adjoining property. The development of the 19th and Vine area is a next step in the overall Vine Street Economic Development Plan for the historic 18th and Vine Jazz District. The subject property is to be developed as the '1900 Paseo & Vine Street Housing'. The project is expected to include construction of 105 units of market and affordable rate housing with parking and 23,000 square feet of retail/commercial space at street level.

Former Use: The parcels are located in the historic Jazz District of the 18th & Vine neighborhood. The subject property consists of two parcels of urban land separated by the north/south aligned Vine Street. The western parcel covers approximately 2.38 acres of land, the northeast corner of which is developed with an approximately 6,200 square foot single story office building and surrounding parking; The remainder of this parcel is vacant. The eastern parcel covers approximately 1.21 acres of land, which was developed with four connected commercial buildings comprising a total of approximately 29,700 square feet (building demolished in March 2015). By the mid-1890s, the subject property was primarily developed with single-family residences. By the 1920s, property usage expanded to include commercial and industrial facilities including a lumber yard, retail stores, Young Men's Christian Association (YMCA) building, coal yard, railroad siding, wreckage company, paving and material company, and bulk oil facility. By the late 1960s, the coal yard and bulk oil facility were no longer present. Since the 1960s, buildings were constructed at 1900, 1905-1927, and 1908 Vine Street, with the building at 1908 Vine Street and the YMCA building demolished by 1991. The configuration of the subject property has remained generally unchanged since 1991.
