A Phase I Environmental Site Assessment (ESA) completed in May 2014 indicated that former uses of the Property between 1925 and 1966 represented Recognized Environmental Conditions (RECs), including a blacksmith, print room, auto repair facility, auto salvage, auto garage, and a beauty salon. Additionally, nearby off-site environmental concerns included historical auto service stations and drycleaners. The Phase II ESA was completed in September 2014. Soil analytical findings indicated that lead, arsenic, barium and chromium were detected in soil at levels exceeding the Missouri Department of Natural Resources (MDNR) Missouri Risk-Based Corrective Action (MRBCA) lowest Default Target Levels (DTLs); however, all concentrations were similar to soil background concentrations. No other constituents were identified in the soil at concentrations exceeding MDNR's MRBCA lowest DTLs. Unfiltered groundwater sample results indicated concentrations of barium, cadmium, chromium, lead and arsenic at levels exceeding the MRBCA lowest DTLs. This was most likely due to suspended solids within the sample. Filtered groundwater samples indicated only detectable levels of barium and cadmium; however, none of the concentrations detected exceeded the MRBCA lowest DTLs for groundwater. Detectable levels of methyl tert-butyl ether(MTBE) were identified in all groundwater samples collected (MTBE is suspected to be from an off-site source to the north). Detected levels exceeded MDNR's MRBCA lowest DTL in all samples. None of the MTBE concentrations exceeded MDNR's MRBCA Tier 1 Residential DTL for indoor inhalation and Tier 1 Non-Residential target level. The only other constituents identified in groundwater were several semi-volatile organic compounds (SVOCs); however, none of the SVOCs detected exceeded MDNR's MRBCA lowest DTLs. Asbestos containing materials (ACM) were identified in portions of the building interior. The City advised the potential buyer at the time (Jim Adams) that MTBE and metals in groundwater were the only potential issue and that these did not pose any significant concern so long as a groundwater use restriction was acceptable. Mr. Jim Adams has acquired the Property and will convert the building into an industrial Live/Work Studio for his own use. He also has plans to offer artist studios for rent.

Former Use: The Property encompasses a vacant one-story, 10,000 square foot commercial building and a covered asphalt parking area located on the east portion of the site. The Property was initially developed prior to 1896 with a single dwelling. Former uses of the Property between 1925 and 1966 included a blacksmith, print room, auto repair facility, auto salvage, garage and beauty salon. The Property was occupied by Sharp Brothers Contracting beginning in 1951 until the current owner, Sentry Security Systems, purchased and began occupation of the Property in 1986. The building was originally constructed prior to 1930 and portions of the building were reportedly remodeled in 1979 and 2001. The current owner, Mr. Jim Adams, will redevelop the structure as a sculpture studio, workshop, exhibition space, and a portion to be used as residential space for the artist/owner.
