Additional Property Attributes

The Property Phase I Environmental Site Assessment (ESA) did not indicate any Recognized Environmental Conditions (RECs) associated with the Property or nearby off-site properties. The primary environmental issues noted within the Property structure were assessed during the Hazardous Materials Survey (HMS). The HMS report indicated typical type and quantities of asbestos containing materials (ACM), lead-based paint, household hazardous waste and indications of mold in the structure. The HMS report made recommendations to abate ACM, lead-based paint (comply with Occupational Safety and Health Administration Lead in Construction Standard) and remove all visible molds from the structure prior to renovations. The Kansas City Public School District (KCPS) sold Seven Oaks to Seven Oaks Estates, LP in May 2013 for reuse as senior housing. Construction began in June 2013. The project is expected to be completed in April 2014 with a goal to have all units leased by the end of July 2014. The ribbon cutting ceremony occurred in September 2014. The property renovation investment was $7.4 million, with 80-100 temporary jobs created and 6 permanent jobs retained. The new housing development consists of 28 two bedroom units and 16 one bedroom units for seniors. The units have incorporated many of the new original design features of the historic building, including original gym floors and expansive crown moulding. This is a low income housing tax credit property locate dint he heart of the Historic East Neighborhood.

Former Use: The Property comprises approximately 3.96 acres with one vacant, 77,760 square foot three-story school building. The building has tunnels below the first floor and an asphalt parking lot surrounding the building. The Property was developed as a single structure three story school building in approximately 1927 and was utilized for educational purposes until 1997; the school has been vacant since that time. Prior to 1927, the Property consisted of undeveloped land.
