Additional Property Attributes

The Kansas City, Missouri Homesteading Authority (Homesteading Authority) requested assistance from the Brownfields Coalition for redevelopment of the subject properties. The Homesteading Authority was considering whether to accept a donation of the subject properties from a private individual. The properties have potential value to the community for redevelopment in an economically distressed area and are located in the Troost Corridor, an incentive district of the Planned Industrial Expansion Authority. Phase I Environmental Site Assessments (ESA) completed in September 2013 and June 2014 indicated Recognized Environmental Conditions (RECs) in connection with the subject properties including automotive garages with repair/auto body services, an underground storage tank (UST), dry cleaners, printing, upholstery furniture company, and a sheet metal business. Adjacent businesses representing RECs to the subject properties included automotive garages/repair operations, a painting business, and the presence of a UST. A Hazardous Materials Survey report completed for the subject properties in June 2014 indicated that 10,000 square feet of asbestos containing materials were identified in roofing tar, drywall and plaster, and window glazing. In February 2015, the Brownfields Coalition approved funding for a Phase I ESA Update and a Phase II ESA. Upon completion of the environmental activities, the Homesteading Authority was prepared to accept the subject properties as a donation. The Phase II ESA Workplan and Quality Assurance Project Plans were approved by the EPA in February 2016. During early 2016, the City of Kansas City, Missouri (City) learned that the Land Bank of Kansas City, Missouri Board of Directors had resolved not to accept the donation of the subject properties from the owner, regardless of their environmental condition. As of March, 2016, the balance of the grant funds committed to this assessment activity was liquidated and no Phase II ESA work will be completed.

Former Use: The three parcels comprise approximately 0.75 acres; the 3239 and 3249 Troost parcels are vacant lots and the 3235 Troost parcel contains an unoccupied two-story commercial structure/vacant grass-covered lot. This portion of the Troost Corridor was initially developed in the late 1800's and 1900's as a mixed residential and commercial area. Commercial listings on addresses associated with the property date back to the 1920's. The Site address of 3235 Troost Avenue was listed as the Apollo Garage/Apollo Motor Services/Linwood Garage from approximately 1925 through 1966. In addition, the Site address of 3239 Troost Avenue is noted as the Esquire Laundry and Dry Cleaners from 1951 through 1985. Other notable businesses with historic addresses that appear to be within the current boundary of the Site include 3236 Forest Avenue (Forest Avenue Garage; 1935), 3240 Forest Avenue (Jack Gill Auto Repair; 1920), 1106 East 33rd Street (Excellent Cleaners; 1940), 1108 East 33rd Street (Bruce Alvin Auto Repair; 1920) and 1110 East 33rd Street (Uptown Printing Service; 1940 through 1956).
