Additional Property Attributes

Soon after we began the assessment work, the potential end user decided not to pursue this property. However, because of this interest, a property that had a lot of public funding invested in it and which had yet to get a Covenant Not to Sue is now close to obtaining an Covenant Not to Sue. Its prime location near major interstates will make it an attractive property for a future user. A Covenant Not to Sue was issued in October 2016 under NEFCO's FY14 Cooperative Agreement.

Former Use: The Property has been used industrially since 1961. From 1961 to 1985, Coastal Tank Lines (and its divisions, Environmental Pollution Control Services and Nytrex, Inc.) conducted trucking operations which included hazardous waste transport and storage, truck maintenance, and interior and exterior tanker truck washing. These washings included the use of degreasers containing trichloroethene (TCE) and were conducted primarily on a concrete pad east of the maintenance area. Two clay-lined wastewater lagoons were maintained from 1962-1970�s to collect oily and industrial wastes and wastewaters. In the 1970s, the lagoons were ordered closed by Ohio EPA and were excavated and backfilled. The years of operation of the sumps and the types of waste collected were not noted in the Ohio EPA files. Trucking operations also included the use of two 10,000-gallon underground storage tanks (USTs) containing diesel fuel and one 500-gallon UST containing waste oil. A suspected septic field may have collected wastes from drains within the Quonset Hut, Garage building and Office Building. In 1985, the Property was purchased by Mr. Inderjit Soni. In 1988 the ownership was listed as All State Antipollution Services, Inc. (ASAP) and the facility became known as Highpoint Trucking Terminal, both owned by Mr. Soni. Business operations during that time period were unknown although city directories indicate that in 1990 and 1995 North Coast Tank Transport and Premier Tank Lines operated at the Property. Recent tenants at the time of the 2009 Phase I included G&T Contractors, a transformer recycling company; J&J Excavating; and a family�owned company that performed truck maintenance including sandblasting and painting. The 2009 Phase I identified four (4) Identified Areas (IAs) for the Property. Based on the 2009 Phase I the 2012 Interim Phase II Property Assessment, and the 2014 Phase I Amendment, it was determined that there were five (5) IAs for the Property.
