Additional Property Attributes

Given that the City of Middletown plans to lease the Property for use as a paved grade-level parking lot, the threat to human health from residual subsurface environmental impact due to historical use or from migration from adjacent properties, if any, is minimal. Pavement should effectively act as an engineering control to mitigate the direct contact exposure pathway. Given the lack of buildings, other exposure pathways are not likely to be complete for this Property use scenario. Apart from leaks of fluids from parked cars, use of the Property as a parking lot is unlikely to have significant impact on the Property. Accordingly, further investigation of site conditions is not recommended. If a higher level of confidence is desired, a subsurface investigation including soil/groundwater sampling/analysis would be appropriate. If the Property is to be redeveloped for use other than as a parking lot, further development-specific study would be appropriate. If additional records are available from Wausau Paper regarding RECs as reported, such records should be reviewed and incorporated into findings from this assessment.

Former Use: The property was used prior to 1940 as a residence, paper mill and post office. The post office remained on the site until approximately the 1950s/1960s. The papermill remained on the property until approximately 2000. The property is currently used for parking.
