Additional Property Attributes

The subject property consists of Lot 11 and the southern half of Lot 12 which are proposed to be split from a larger parent parcel currently identified as parcel number 52-05-304-008-00, addressed 201 W. Flint St. The proposed split is currently owned by Forsyth Township and has not yet been assigned its own legal description. In addition, D�Ambrosio Rentals LLC is planning to acquire Balsam Alley and the abandoned Balsam Street located adjacent to the east and south of Lots 11 and 12. For the purposes of this assessment the �subject property� identified throughout this report is in reference to the combination of these three tracts of land (the proposed split, Balsam Alley and the abandoned Balsam Street) totaling approximately 0.8 acre in size. � The identification of groundwater impact on the eastern portion of the subject property attributed to the migration of contamination from an adjacent offsite source is considered an REC. However based upon years of sub-surface investigations including the onsite excavation of impacted soils and the installation of multiple groundwater monitoring wells, the contamination detected in MW-8 is attributed to emanation from the eastern adjacent Joe and Son�s Leaking Underground Storage Tank (LUST) site. The most recent available analytical data for MW-8 from 2012 indicates that the concentrations of both petroleum-based and volatile halocarbon-based contaminants do not exceed current Residential cleanup criteria. An MDEQ April 2013 Peer Review of release response activities completed in association with the Joe & Son�s LUST site indicates that no potential for unacceptable health exposures exists in association with the subject property relative to the Joe & Son�s contaminant conditions. Additionally, D�Ambrosio Rentals LLC would have no remedial or �due care� liability in association with contamination emanating from an offsite source. Based upon the completed response activities, no further assessment/investigation on the subject property relative to the offsite Joe & Son�s LUST release is warranted at this time. According to the Department of Public Works and Forsyth Township, the concrete slab associated with the former building is not connected to municipal water or sanitary sewer. Based on the lack of municipal utilities associated with the subject property it appears that the floor drain observed at the subject property discharges directly to the subsurface. The MDEQ has indicated that the discharge of an interior floor drain directly to the subsurface or a storm drain, rather than municipal sanitary sewer, would represent an illicit discharge. Envirologic recommends that the floor drain be properly abandoned or connected to municipal sanitary sewer if it will continue to be utilized in the future. .

Former Use: According to the current assessing card Forsyth Township purchased the 201 W. Flint St. property from the Marquette County Road Commission (MCRC) in 2004. Envirologic was unable to obtain any information indicating how long the road commission had owned the property. However, Jim Waniki, engineer for the MCRC, informed Envirologic that the Road Commission used the former building located on the site for equipment storage. Mr. Waniki informed Envirologic that the MCRC owned and operated the 201 W. Flint St. property before he began working for the County in 1998. The MCRC referred to the property as the Gwinn Garage. Mr. Waniki had no knowledge of fueling systems or automotive repair activities conducted at the property. Joe D�Ambrosio informed Envirologic that he had been leasing the former building previously located on site for the last 10 years for wood-burning stove pellet storage. During the winter of 2014 heavy snowfall collapsed the roof of the previously existing building located in the central portion of the subject property.
