Additional Property Attributes

The Portland Area Metropolitan Service District (Metro), acquired through purchase the 1.6-acre former Pohlpeter/Martin property (Property) situated at 9665 SW River Road, Hillsboro, Oregon in Washington County on March 21, 2014, pursuant to obtaining liability protection as a bona fide prospective purchaser through completion of a Phase One Environmental Site Assessment completed to ASTM Standard #E1527-13 and US EPA�s Federal Standard 40CFR Part 312 for �All Appropriate Inquiry.� Metro also negotiated a Consent Judgment through the Oregon Department of Environmental Quality�s (DEQ) Prospective Purchaser Program. The Order on Consent was d on February 28, 2014 and filed in Washington County on March 20, 2014 as #2014-015478. DEQ Certificate of Completion was issued May 3, 2017. Metro�s 1992 Metropolitan Greenspaces Master Plan identified the need for a �water trail� on the Tualatin River located in Washington County. This Property will provide access to that �water trail� � serving as a non-motorized boat launch on the Tualatin River. Referred to as the �Farmington Natural Area� the overriding goals of this project are to expand nature based recreation opportunities in Washington County, address a growing demand for paddling sports and canoe/kayak routes, increase awareness of watershed health, promote physical activity and the protection of natural habitats, and advance the state recognized Tualatin River Water Tail. Redevelopment of the property includes the following elements and facilities � construction of an asphalt parking areas for vehicles, asphalt trails with gravel, at-grade canoe launch, concrete vault restroom(s), signage, automatic entry gate, bike racks, trash cans, benches, and picnic tables. There is no turf grass or open space lawn on the project areas. Stormwater treatment is provided on site with designed bio-swales and infiltration basins. This is the only public launch within a 10 river mile area. Ribbon-cutting ceremony was held June 24, 2017. The following activities have been conducted with respect to the environmental condition of the Property: (1) a Phase One Environmental Site Assessment (ASTM 1527-05) by Northwest Geotech, Inc.(December 28, 2012); (2) a new Phase One Environmental Site Assessment (ASTM 1527-13) by Northwest Geotech, Inc., (February 26, 2014); (3) a Phase Two Environmental Site Assessment by Northwest Geotech, Inc. (March 21, 2013); and (4) an Analysis of Brownfields Cleanup Alternatives (ABCA)by Northwest Geotech, Inc. (February 4, 2014). An Order on Consent (Prospective Purchaser�s Agreement between DEQ and Metro) available for public comment from December 1, 2013 to December 31, 2013 � no comments were received. The Order on Consent was fully d and filed at the time of acquisition of the property on March 21, 2014. NHPA and ESA notification was completed by US EPA Region 10 as part of the cleanup award process. An Analysis of Brownfields Cleanup Alternatives (ABCA) was developed and made available for regulatory (EPA and DEQ) and public review and comment prior to award of financing for cleanup actions occurring on the site. No public comments were received on the Analysis of Brownfield Cleanup Alternatives. In accordance with the Oregon Coalition Brownfields Cleanup Program Work Plan, Metro applied for a Brownfields sub-grant on March 12, 2014. Approximately 1.6-acres in size and zoned Non-Specially Assessed Farm Zone (EFU/AF20) � Improved, historical reviews indicate that the property was utilized for agricultural purposes from before 1936 until the 1970s. Sometime during the 1970s to early 1980s an organization called the Tualatin Valley Workshop (TVW) occupied the property. TVW assembled products and completion of secondary packaging and provided employment to persons with mental and physical disabilities. In the 1990s, the property was occupied by DB Custom Leather Co./Denman & Herber Saddle and trailer repair facility. Ms. Martin and Mr. Poh
