Additional Property Attributes

The US EPA tasked Tetra Tech to conduct a Phase II ESA and supplemental assessment of the site under the Superfund Technical Assessment and Response Team (START) contract EP-S5-13-01, Technical Direction Document (TDD) No. S05-0003-1407-014. The property is the former Model T factory and a National Historic Landmark. Plans are to stabilize the building to prevent further deterioration from the elements, and remove asbestos containing materials. A hazardous material survey was performed and asbestos containing materials, lead based paint and universal wastes were identified in the building. Abatement specifications and a bid form were prepared to address the hazardous materials in the building. Documentation of Due Care compliance and a LUST final site assessment report were prepared. A portion of the property is planned to be redeveloped for use as a trade school.

Former Use: The property is the former Model T factory and the project entails the Administration Building for Ford Highland Park Model T Plant (4 story office building and one story garage). The property is the former Model T factory and a National Historic Landmark. Plans are to stabilize the building to prevent further deterioration from the elements, and remove hazardous building materials from the building. A hazardous material survey was performed and asbestos containing materials, lead based paint and universal wastes were identified in the building. Abatement specifications and a bid form were prepared to address the hazardous materials in the building. Documentation of Due Care compliance and a LUST final site assessment report (FAR) were prepared. Michigan Department of Environmental Quality (MDEQ) requested sub-slab vapor samples for volatile organic compounds to address their comments on the FAR. Three quarters of sub-slab vapor samples were collected in 2015 and 2016 and a closure report is to be submitted to MDEQ. A portion of the property is planned to be redeveloped for use as a trade school.

Assessment work completed under the Michigan Department of Environment, Great Lakes, and Energy (EGLE, formerly MDEQ) Community Wide Assessment Grant for States and Tribes (CWAGST) in 2023 and 2024 consisted of three additional rounds of soil gas monitoring in the Former Model T Sales and Service Building. The building is slated for redevelopment into an event space but was hindered by the presence of volatile contamination in soil. Four rounds of soil gas monitoring demonstrated that the existing source of vapors does not appear to post an unacceptable exposure risk to the planned redevelopment for the building.
