SME recommends that the presence of unacceptable levels of lead at SB1 be addressed by one of the following to eliminate the direct contact risk:
� Verify that the soil from a depth of 0 to 4 feet bgs meets the standard for lead and then establish a shallower point of compliance for the Property.
� Excavate the soil until the concentration of lead is acceptable within the point of compliance.
� Install an exposure barrier to prevent direct contact with the impacted soil.

If the Property owner is applying for a Site Status of Comfort Letter, IDEM would need to agree to a shallower point of compliance for a residential property. In the event a shallower point of compliance is used, IDEM would require, and SME recommends regardless if the Property participates in the Indiana Brownfield Program, that an Environmental Restrictive Covenant be recorded with the deed preventing the excavation of soils to a depth in excess of the point of compliance .
An exposure barrier could include installation of a parking lot for future tenants in this area, eliminating the potential for direct contact with the soil.
The assessment of RECs identified in the Phase I ESA found lead in soil in one location that exceeds Residential Direct Contact Screening Levels. However, installation of an exposure barrier or revising the point of compliance to a shallower depth based on planned future use may reduce the potential for future receptors to be impacted by the lead in soil.

Additional Property Attributes

The Union City Brownfield Coalition intends to support the planned purchase and redevelopment of the Property for residential purposes.

Former Use: the Property consisted of approximately 0.75 acres of land developed with an approximately 66,150 square foot, three story warehouse building and a 1,225 square foot, one story boiler building. The remainder of the Property was developed with paved parking and grass lawn. The Property was located in a mixed-use area of downtown Union City. The Property developed with a mixed commercial storefront and several residential dwellings circa 1885 and has been used for a variety of businesses. Activities on site have included blacksmithing, paint store, vehicle repair, oil house and leather manufacturing operations.
