Former Use: . The 60-acre Site was historically operated as a rail yard by the Duluth, Winnipeg and Pacific (DWP) Railroad, and its predecessors. The Site was in use as a rail yard beginning in approximately 1910 until sometime in the 1970s or 1980s. Rail yard operations included fueling locations, engine repair and maintenance activities. The rail yard served as the southern terminus of the DWP line running from International Falls to Duluth. After it ceased being used as a rail yard, several Site buildings were used to house a brass foundry operation. Soil/cinder material mixtures and spent foundry sand were disposed of on-Site, most notably in ravine areas. MNDOT acquired the property by eminent domain in 1984 and spent the next 25 years conducting site assessment and demolition activities and preparing for, and conducting, cleanup. All assessment and cleanup activity were conducted under Minnesota Pollution Control Agency (MPCA) oversight. Documents indicate that MNDOT coordinated with the City of Duluth to pursue a cleanup which would be supportive of recreational use. The City�s Comprehensive Plan, supported by extensive community participation and input, designates the property for recreational and open-space use. However, negotiations between MNDOT and the MPCA stretched on through the 1990s until, apparently, 2009, at which point MNDOT opted to pursue a cleanup to industrial standards. The Site is currently vacant; all buildings have been demolished.
