The Village of Rockton has been trying to get the property owner to clean up the facility and sell it to an interested party since it closed in in 2008.
Former Use: The Sonoco Products property is the former location of a paperboard manufacturer situated on the north bank of the Rock River in the central portion of Rockton, Winnebago County, Illinois. The Sonoco Products site is approximately five (5) acres in size. The facility is located in area of Rockton that is primarily commercial and retail in nature. The Rock River is located immediately to the south of the facility. Operations at the facility ceased in 2008. The site is covered primarily with asphalt and buildings, with the buildings providing approximately 42,000 ft2 of work space. Surface water runoff from the site follows the topography which slopes downward in elevation towards the south. There are approximately 128 drinking water wells located within 1 mile of the site. Groundwater in the immediate area flows to the southeast (Proctor). The nearest well registered as a drinking water well is 1,990 feet to the east of the site but is not associated with a residential property (ISGS). The nearest residence to the site is approximately 800 feet. Access to the site is restricted by a 6-foot cyclone fence and gates are kept locked at all times. Sonoco Products-Rockton Mill was a paperboard manufacturer that operated in Rockton, Illinois from 1963 until it closed in December 2008. The facility is situated on the north bank of the Rock River in the central portion of Rockton. The north bank of the Rock River was well developed by the 1850?s as several mills utilized water power channeled off the Rock River by a series of mill races (Rockton, 1985; Page & Co). The location of the Sonoco facility was first developed as a paper mill in 1851.

The previous landowner obtained an Industrial/Commercial Land Use restricted No Further Remediation letter in 2019. The Village has since acquired the site and released a Request for Proposals for redevelopment. Response to the RFP indicated the site will need to have a residential component to make any redevelopment worth the investment. As a result, Region 1 Planning Council is now partnering with the Village to re-evaluate the site for residential end-use.
