Additional Property Attributes

Former Use: The property was initially developed in the 1950s as an electric wire factory; in 2006 a processor of construction & demolition (C&D) waste began operations on the site. The processor amassed thousands of tons of processed and unprocessed C&D, as their reuse markets for the material did not mature. The processor, Environmental Reclamation & Recycling (ERR) closed their business, went bankrupt, and left behind processed and unprocessed C&D material throughout the building and exterior of the property. The site remained abandoned for 5 years, and arsonists burned the facility down in August of 2013, destroying the buildings, with thousands of tons of C&D that smoldered for almost a week. The City of Des Moines sought to acquire the site so that the nuisance issues could be cleaned up, the building razed, and the site prepared for redevelopment. Concerns about asbestos remaining in the building materials, as well as what the disposal options for the C&D could be, and related costs, deterred the city from proceeding. The Iowa DNR provided a $300,000 grant from its solid waste program, and although the State LRP does not enroll, or issue NFA Certificates for, asbestos-only contaminated sites, the DNR's 128(a) program provided a matching grant to remove ACM from the remaining structure. The City of Des Moines provided remaining funds and in September through November 2014 all ACM was removed, C&D was disposed of at the local sanitary landfill, and the building was deconstructed, with metal framing salvaged and remaining solid waste sent to the sanitary landfill. The City had previously conducted its all appropriate inquiry into the site' history, through a Phase I ESA, as well as a certified ACM inspection, prior to taking title. The site is 'shovel ready', and being marketed by the City of Des Moines for commercial/industrial use and sale.
