Additional Property Attributes

Multnomah County foreclosed on the property in 1992. When the County does not have a use for a foreclosed property, the property is offered at no cost to jurisdictions with the stipulation that the property cannot be sold for profit and a public benefit is realized. The City of Portland�s Bureau of Environmental Services (BES) acquired the property (at no cost) from Multnomah County in 2002 for stormwater management. Since then, BES determined that the property will not meet their stormwater management goals and transferred the property in October 2014 (again at no cost) to the City�s Bureau of Planning and Sustainability (BPS) for use as a community orchard. Previous site use is believed to have been vacant, however Phase I/II investigations had not been performed. In addition, the property has been a nuisance in previous years by receiving illegal dumping and trespass activities. The unknowns associated with previous site use and the illegal dumping activities in the past was a concern for community members who plan to use the space in the future to grow food. Green Lents is a 501(c)(3) non-profit with limited resources. Receiving EPA assistance through DEQ�s Brownfield Program addressed concerns regarding potential contamination and prepared the site for redevelopment into a public orchard that provides fresh food to the Lents community. Due to budget limitations, the City of Portland was not able to conduct an assessment of the property, thereby delaying the productive reuse of the site. Use of state response program funds now helped to expedite site redevelopment that is in line with the community's goals. Soil sampling was conducted in April, 2015. Petroleum, metals, and herbicide analysis was performed to determine if a release of hazardous substances had occurred at the property. Herbicides were not detected in any soil samples and petroleum and metals were found below regional background and/or risk-based screening levels for people and ecological screening levels for terrestrial receptors. Asbestos was detected in one soil boring at less than 1 %, which is below the level considered by DEQ to be asbestos containing material. As the site redevelopment is a community orchard, DEQ recommended that the area where the asbestos was found be removed. Green Lents received assistance from Business Oregon to complete the soil removal in the area where the asbestos was found. The removal was conducted in June, 2016. The confirmation sample collected at the limits of the removal were non-detect for asbestos. DEQ plans to issue a No Further Action determination for the site in the summer of 2016.

Former Use: The property is currently vacant with overgrown blackberries and miscellaneous illegal dumping material. Previous site use is believed to have been vacant since at least the 1920s, however this has not been confirmed. The property has been considered a nuisance for many years due to receiving illegal dumping and other illegal activities. Due to the unknown past use of the site and questions regarding contamination from illegal dumping, brownfield assistance is requested. Multnomah County foreclosed on the property in 1992.
