Additional Property Attributes

The Site consists of two contiguous parcels of land totaling approximately 0.13 acre, which is improved with an approximate 2,100 square foot, two-story residence constructed in 1894 and associated sheds. Municipal records indicate asbestos shingles are present at the Target Property. Based on the age of the structure, the presence of hazardous building materials such as Asbestos Containing Material (ACM), lead based paint (LBP), polychlorinated biphenyls (PCBs) and mercury, cannot be precluded. An evaluation of building materials was beyond the scope of the Phase I ESA. If the site is to be redeveloped, the following is recommended: � A hazardous building materials investigation be conducted at the Site as part of the planned redevelopment activities for the Property. The hazardous building materials investigation should confirm, identify, sample, and quantify all hazardous materials requiring special handling and disposal procedures, including exploratory and destructive sampling for suspect ACM, lead based paint, and other hazardous materials (OHM) such mercury-containing thermostats, PCB-containing switches, breakers and caulk and other building materials.

Former Use: The Site is improved with an approximate 2,100 square foot two-story residence with a basement. The footprint of the residence takes up the majority of the western Site parcel. The eastern Site parcel consists of two sheds and an outdoor deck to the side yard. A wooden picket fence is located along the western and southern property boundary of the western Site parcel and chain link fencing is located along the eastern and northern property boundaries of the eastern Site parcel. A search for historical Sanborn fire insurance maps depicting the Site and vicinity was conducted by EDR, Inc. EDR identified Sanborn maps for the Site area dated 1896, 1911, 1931, 1950 and 1970. Each of the Sanborn fire insurance maps depicts the Site developed with the existing two-story residence on the western Site parcel known as 9-11 Richelieu Place and a dwelling on the eastern Site parcel known as 15-17 Richelieu Place. Each of the Sanborn maps also depicts the surrounding land use residential in all directions of the Site, consisting of various dwellings and apartment buildings.
